All the criteria-based duties and standards within this document will be performed according to established policies, procedures, and guidelines within the department/site and Great Lakes Bay Health Centers.
JOB SUMMARY
The Chief Operating Officer is responsible and accountable for the strategic direction and business operations associated with those service lines and business segments that have organizational impact across all sites and locations. The position provides the vision, leadership, and management to ensure there are proper operational controls, administrative and reporting procedures, and the correct people and systems in place to effectively allow for organizational growth, increase in operational efficiency and to support sustainability.
ESSENTIAL JOB DUTIES

20% 1. Directly accountable for the leadership and oversight of customary operations by providing vision, direction, and structure to all operations’ business lines (Information Technology, Health Information Management and Electronic Health Record management, Facilities and property management, Enabling Services, Migrant Services, and Patient Support Services business lines.) Responsible for ensuring that all sites are fully operational and efficient in addressing all barriers of patient access and for alignment with financial goals and objectives.
15% 2. Responsible for executive level oversight associated with fiscal accountability and strategy for all associated business lines. Works closely with the Chief Financial Officer and Finance Team on the appropriate design and implementation of reporting for long range planning to support financial health and create sustainability for projected growth. Utilize strategic planning, quality improvement; executive level vision, corporate compliance, clinical leadership support and others defined by organizational need or direction as necessary to meet directives. Develop and strengthen the capacity and expertise of all responsible managers and directors within operations and alignment across clinical services in order to build systems and workflow across all teams keeping in line with strategic priorities.
20% 3. Accountable for the organizational oversight of operational growth plan development in alignment with the vision of the Chief Growth and Development Officer and dedicated members of the executive team. Responsible to ensure that the organizational business strategy for growth aligns with site capacity and financial stability.
15% 4. Responsible for developing and sustaining effective and transparent collaborative working relationships with all other leaders throughout the organization to include but not limited to: finance, clinical leadership, growth and development, human resources and workforce development etc. Provides direction and strategy for the organizational focus on customer fulfillment and service quality. Executive team - training team member dedicated to the implementation associated with the organization wide Transformational Leadership initiative.
10% 5. Supports the development of a safety culture and organizational focus on a safe and functional work environment. Supports opportunities for worksite improvement that mitigates physical space safety concerns. Aligns targeted goals with quality initiatives to meet organizational strategic goals.
10% 6. Accountable for the leadership associated with the organization in the operational and business transformation related to technology adoption for information systems, electronic health records, and other software integrations that support growth and efficiency across the organization.
10% 7. Establishes operational benchmarks and resources needed to achieve strategic goals, proactively driving improvements as necessary. Works with organizational teams to set standards of accountability and clearly defined measurements of success for areas of oversight.

JOB SPECIFICATIONS
- Education: Master’s Degree in Health Administration, Public Health, or related field. Bachelor’s Degree with significant additional experience in health care administration required.
- Licensure: N/A
- Experience: Minimum of ten (10) years of progressively responsible administration experience in health care or human service related. Thorough knowledge of the theory and practice of organizational management, preferably in a health care and/or not-for-profit environment.
- Skills: Ability to organize various personnel to achieve desired results. Skilled in written and oral communication. Able to demonstrate positive customer service skills. Ability to plan, develop, implement, evaluate, and monitor administrative and operation policies, procedures.
- Interpersonal Skills: Able to prioritize activities on a short and long-term basis and able to handle multiple tasks efficiently and effectively. Able to resolve interpersonal and profession conflicts appropriately. Able to develop and maintain cooperative and effective working relationships with the CEO, other members of the executive/management structure, Board of Directors, business associates, and community groups.
- Hours of Work: Full-time. Flexible and varied.
- Travel: Travel within service areas, some out-of-area travel. Reimbursement consistent with GLBHC policy.
