Capture Manager
R&K Enterprise Solutions, Inc. R&K requires a Capture Manager/Proposal Manager to support the corporate business development team increasing R&K’s bid volume. This position will support the business development department in coordination with other executive level stakeholders, and will lead the capture process across multiple captures with responsibility for maturing opportunities, while providing winning technical and management solutions.

Job Responsibilities
- Plan, organize, and manage captures.
- Lead capture efforts (priority pursuits) to successful completion.
- Facilitate win strategy development including technical, management, and past performance.
- In collaboration with BD executive, lead development of customer profiles, including customer needs, issues, and goals.
- Lead and coordinate competitive assessments, determining strengths and weaknesses and potential competitors and teaming opportunities.
- Collaborate with functional leaders, and Subject Matter Experts (SME) to develop solutions that offer customers recognized value, are price competitive, executable and will be evaluated favorably.
- Prepare and lead capture milestone reviews, and other reviews as required once opportunity is assigned.
- Lead and author technical, management, and past performance content and volumes.
- Keep informed of and coordinate overall capture plans and other planning studies being conducted within the company.
- Assist other functions and divisions in their planning activities.
- Handle special projects as assigned by the Business Development, and Business Operations Lead.
- Support the updating and maintenance of the pipeline tool.
- Reads the Request for Proposal (RFP), analyzes requirements, and interprets the technical information required to prepare a compliant response.
- Develops source material and writes original, persuasive, and compelling text while using clear and precise terms.
- Participates in developing technical and management strategic messaging to meet proposal requirements.
- Collaborates with stakeholders to capture information for developing win themes and differentiators for clearly articulating a winning strategy and compelling solutions.
- Conducts research on RFP technical/functional areas to gain better understanding of the work scope to be addressed and written about.
- Interviews SMEs and translates content into distinct and compliant proposal writing.
- Plans and prepares the technical data for major publication projects including proposals, contract deliverables, reports, etc.
- Ensures adherence to specifications and that writing is compliant with proposal instructions and criteria.
- Formulates graphics and works with graphic illustrators for developing charts and visuals.
- Provides guidance and direction in the areas of quality, graphics, coverage, format and style.
- Reviews proposal document for content completeness, accuracy, appropriate language, organization, visual design, and usability.
- Integrates review comments from multiple sources into the proposal ensuring page count and consistency throughout.
- Works in a time-sensitive environment and meets all deadlines.
Qualifications
- 2+ years of capture management, and technical writing experience.
- BA in political science, marketing, journalism or related discipline (Preferred).
- Proven track record of successful capture management and proposal management.
- Familiarity of the Federal acquisition process.
- Knowledgeable in marketing and experience developing a competitive marketing strategy.
- Well-developed skills in the areas of planning, organizing, and communication.
- Must possess outstanding analytical skills.
- Previous experience in business operations helpful.
- Demonstrated successful executive presentation skills
- Excellent oral and written communication skills
- Proficiency with Office (Word, Excel, Outlook, PowerPoint), business development collaboration tools, and Adobe Products (Preferred).
- Experience with extracting information from SAM.gov, FPDS, GovWin, customer long range forecasts, and other information sources to increase PWIN.
