Responsibilities

  • What You'll Do:

  • Responsible for identifying, tracking, and developing new business opportunities across the federal government with a particular focus in classified/all-source Intelligence and Special Access Program/Security business domains.

  • Is a Capture Management leader who is experienced in capturing Intelligence and Special Access Programs Security work across the federal government’s Intelligence Community (IC) and the associated USG agencies as well as the Department of Defense (DoD) and all Military Service Components. This includes the full spectrum of business identification, bid/win strategy development and execution, teaming, pricing, leading proposal development and assuring adherence to BD Governance requirements.

  • As a member of the V2X Business Development Team, this position is intended to support growth initiatives in support of the V2X National Security Solutions (NSS) portfolio of business but may also be required to support capture activities across the BD enterprise as needed.

  • Key Responsibilities:

  • Identify, qualify, and pursue new business opportunities that build Intelligence and SAP Security program pipelines.

  • Interface with business development and market intelligence tools/assets (GovWin/ARC). Research new opportunities, customers, and competitors using various open-source tools such as FedBizOpps, GovWin IQ, and IDIQ/vehicle portals such as Navy NexGen.

  • Develop new customer and teaming relationships, foster existing relationships, and effectively execute the process for NDAs and Teaming Agreements.

  • Monitor and research external and internal sources that enable the identification and qualification of new business opportunities and evaluate/rank new opportunities.

  • Maintain BD Pipeline Opportunities leveraging corporate SharePoint site.

  • Collect competitive intelligence across federal and commercial markets to support strategic growth and improve capture management as it relates to bid “Gate” management of opportunities.

  • Lead/Participate in the development of capture plans and proposal win strategies.

  • Assist with the facilitation and development of the business development process to include ensuring timelines and milestones are met.

  • Assist with proposal development to include black hat research, win theme development, writing, and reviews.

  • Lead business development discussions with both internal and external stakeholders.

  • Work with the executive team to revise and update the corporate business development & growth strategy.

  • Read publications and attend seminars on industry trends to aid in keeping ahead of the competition.

  • Maintain pool of SME and proposal writing assets, both company internal and external (1099, etc).

  • Assist with the NSS BD teams' day to day tasks and direction; establish annual individual goals, counsel and mentor.

Qualifications

  • Minimum Qualifications

  • Education:

  • Bachelor’s degree in a related field such as National Security, Business, Accounting, Analytics, Finance, or Marketing or equivalent experience from which comparable knowledge and job skills can be obtained.

  • Experience

  • Minimum of five (5) years’ experience in a position related to federal government contracts and policy development.

  • Minimum of five (5) years' of proven experience with Federal government Intelligence and/or Security programs with at least five years in the role of a Business Development / Capture Analyst involving classified programs at the Top-Secret level and above.

  • Demonstrated experience and success in business growth and capture in the Federal Intelligence and/or Security markets.

  • Other Requirements:

  • United States citizenship required.

  • Active security clearance.

  • Ability to obtain and maintain a DoD TS/SCI security clearance.

  • Must be able to travel to our Herndon, VA office weekly for standing meetings.

  • Must be able to travel to local SCIF to view materials.

  • Desired Qualifications:

  • Experience:

  • Experience in procurement administration, proposal development and proposal writing, financial management, pricing, and negotiation of Government and commercial contracts. Major program (>$10M) capture and development with Proposal/Bid Compliance experience preferred.

  • Intelligence Community centric background preferred (various/multiple agency/agencies is a plus.

  • Cybersecurity expertise is preferred.

  • Skills and Technology Used

  • Analytical Thinking & Problem Solving:

  • Possess analytical and problem-solving skills with the ability to manage multiple project tasks simultaneously in a fast-paced environment.

  • Business/Capture Manager Acumen:

  • Comprehensive knowledge of government procurement, Federal government contracts, regulations and procedures, and government operations and maintenance services.

  • Possess understanding of and has experience in implementing capture processes (such as Shipley or other industry standards).

  • Lead/Participate in the development of capture plans and proposal win strategies.

  • Assist with proposal development to include black hat research, win theme development, writing, and reviews.

  • Ability to maintain strict compliance with V2X policies and procedures relating to our Business Ethics and Code of Conduct, in addition to specific procurement regulations established by the federal Government.

  • Business Partner/Effective Communication:

  • Strong interpersonal skills and emotional intelligence with the ability to collaborate and engage key constituents at all levels of the company and customer management.

  • Demonstrated written and verbal communication skills to include the ability to produce compelling solutions that are easily understood by both technical and non-technical audiences.

  • Collaboration and Teamwork/Influence:

  • Experience leading small to medium sized capture efforts and supporting or managing capture teams.

  • Assist with the NSS BD teams' day to day tasks and direction; establish annual individual goals, counsel and mentor.

  • Ability to establish working relationships with other companies, technical staff, managers and peers.

  • Demonstrated ability to manage a complex task and team composed of personnel who are highly educated and skilled, yet not direct reports.

  • Possess ability to gain internal support.

  • Experienced in the effective management and efficient use of capture resources.

  • Software:

  • Microsoft Office Suite

  • Technology:

  • Personal computer, printer, copy machine and other general office equipment.
