Position Type: Full-Time / Contract (Up to 3 years in duration based upon performance)
Job Location: Buffalo, NY (occasional remote flexibility depending on project phase)

Compensation: $50.00 - $70.00/hr based upon qualifications.
Overview:
You'll be functioning as an Owner's Rep at our client's facility in Buffalo, NY. Our client is expanding their research and development center. The initial project will be producing new molecules in a new semi-automated structure as part of their facility expansion. Initial project will be somewhere in the 12-18 month, with additional projects planned over the next 3 years. Strong performance on the initial project will result in staying on to help manage the additional projects over the total timeline.
Summary:
This position will be responsible for all aspects of project management of capital projects from conceptual scope development, detailed design, management of the design team, construction management, and leading the start-up, commissioning, and training activities. Specific duties will include items such as interacting with the plant personnel, gathering information, developing, and costing conceptual solutions, detailed design, safety design, developing project justifications and cost estimates, schedule development, and cost management.
Key Responsibilities/Accountabilities:
- Act as Owner’s Representative for capital projects execution at Buffalo New York site.
- Provide support for the management of projects through final project closure (including scope development, risk assessments, budgeting, engineering/design, procurement, construction execution, commissioning, startup, and project closure documentation).Manage construction contractors for execution of field work in the piping, mechanical, electrical & instrumentation, civil/structural disciplines.
- Advocate for strong safety awareness with a consistent implementation of policies and procedures and participate in construction safety audits and contractor safety meetings. Enforce strong safety culture and target zero Recordables.
- Prepare bid packages and requests for proposals (RFP) for materials, equipment, and services.
- Condition bids received to ensure lowest-cost vendor selection.
- Responsible for forecasting and managing capital expenditures monthly.
- Interface with key site and company personnel to make maximum use of available resources.
- Such functions will include, but not limited to, site engineering resources, purchasing,
- operations, systems, and business engineering, as well as equipment vendors, contracting firms.
- Oversee appropriate maintenance, retention, and modification of project records and controlled documents.
- Perform monthly goods receipts and invoicing reviews of equipment / service purchase orders.
- Perform project control activities such as estimating, cost control, scheduling updates.
- Bachelor’s degree in engineering required, Chemical, Mechanical, Electrical/Instrumentation Engineering preferred.
- Minimum 3 years of project engineering or project management work experience, preferably in chemical industry, process plant, or a design engineering firm.
- Previous experiences in operations, process engineering, construction / construction management, or HSE.
- Basic understanding of industrial work practices in Health, Safety and Environmental impacts.
- Work experience in chemical / pilot plant facilities.
- Professional Certification desired.
- Fluency in SAP software.
- Working knowledge of project management processes, including stage gate processes.
- Working knowledge of project control functions and their application to capital projects (Estimating, Scheduling and Cost Control.)
- Project engineering or project management experience with multiple projects simultaneously.
- Familiar with Union rules and experiences in Union working environment.
- Experiences in managing R&D lab expansion projects.
