What this job is about:
As the Business Operations Manager, you will support the mission of One Washington (OneWA) by providing oversight and direction on divisional strategic planning initiatives, and ongoing tracking and reporting. Beyond that, you will be paramount in ensuring team development initiatives and other division-wide events are effective and encourage growth from within the program, as well as attracting top external talent through effective and consistent position description crafting.
You will have the ability to be proactive in your assistance to leadership team by providing them with the support needed to enable them to be consistent on a variety of topics that affect their teams, which may include training requirements and offerings, personnel matters at the team level, or position level if appropriate, and documented processes for consistency and efficiency on a wide variety of topics.

Gov. Jay Inslee has tasked this group with one of the largest and most transformative information technology projects in Washington state history. Duties
What you'll do:
  • Manage and lead the OneWA Business Operations team through proactive coordination of tasks, scheduling, and prioritization of assignments.
  • Manage staff through proactive coordination of tasks, scheduling, and prioritization of assignments.
  • Prioritize, draft, and partner with leaders to review, document, and establish program-wide policies and procedures to maximize efficiency on administrative services.
  • Support compliance with federal, state, agency, and program rules and policies.
  • Perform records management and public disclosure within the OFM policies and guidelines.
  • Evaluate program-wide processes to determine areas for improvement, including identifying opportunities for standardization.
  • Create and maintain organizational and program charts that reflect state staff, contractors, HR reporting relationship, and how project work is accomplished.
  • Plan, and either facilitate or coordinate facilitation, for various program-wide activities such as Lunch-and-Learn sessions, team meetings and huddles, program updates, etc.
  • Collaborate to build organizational excellence in talent by establishing internal systems and processes that enhance team member knowledge, skills and abilities.
  • Provide a consistent onboarding experience for all new hires.
  • Draft and recommend a documented training and professional development program for the One Washington program.
  • Provide support and partnership to hiring managers with position description reviews, edits, and to ensure language consistency across the program.
  • Plan, prioritize, and organize workload based upon known workload and anticipated business needs.
  • Develop reports on fundamental Business Operations such as strategic planning objectives, measures, and outcomes.

Qualifications
Required Qualifications:
  • Three years of experience supervising or leading teams.
  • Experience implementing process improvement workflows.
  • Experience successfully developing and implementing processes and procedures, and effectively training staff.
  • Experience utilizing fiscal, personnel, and legal data to assist in developing strategic action plans for others.

Additional Required Competencies:
  • Demonstrated management experience that includes responsibilities over broad ranging, diverse and complex Business Operations and/or issues.
  • Demonstrated ability to influence superiors, peers and subordinates to make long-term decisions that will benefit the organization according to quantifiable and qualitative data.
  • Demonstrated ability to collect data, analyze, and extrapolate trends.

Insurance Benefits
Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.
Staff are eligible to enroll each year in a medical flexible spending account which enables them to use tax-deferred dollars toward their health care expenses. Employees are also covered by basic life and long-term disability insurance, with the option to purchase additional coverage amounts.

Dependent care assistance allows the employee to save pre-tax dollars for a child or elder care expenses.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
