Job Description
The Village is currently accepting applications for a Building Permit Coordinator/Licensing Clerk vacancy in the Building department. This position is responsible for accepting permit and occupational licensing applications, processing and issuing permits and licenses, recording and scheduling various types of inspections, issuing Certificates of Occupancy and Certificates of Completion, and responding to public inquiries .
QUALIFICATION AND EXPERIENCE
Education and Experience
- High School diploma or equivalency (Associate Degree highly desirable)
- ICC Permit Technician Certification highly desirable
- Three (3) years' experience in a responsible clerical position, preferably processing permits and occupational licenses with a building department.
Necessary Knowledge Skills and Abilities
- Technical competence with Microsoft software suite of products
- Sound knowledge of Sound knowledge of permit and licensing regulations, functions and proceduress
- Sound knowledge of building and zoning terminology relative to permitting and occupational licensing.
- Basic report writing skills
- Technical competence with Microsoft software suite of products
- Thorough knowledge of modern office practices and procedures
- Thorough knowledge of principles of office management
- Sound skills in public relations, organization and time management
- Ability to establish and maintain effective working relationships with department heads, employees, Village officials, members of the community and the general public
- Ability to communicate effectively verbally and in writing, compose effective and accurate correspondence.
DUTIES AND RESPONSIBILITIES:
- Receives and processes Building Permit applications and related documentation and completes permit checklists and log sheets
- Reviews permit applications for accuracy and completeness; identifies missing documentation or problems
- Reviews submitted plans and documents for required approval stamps from various agencies
- Verifies current licensure and insurance of applicants and contractors; processes change of contractor forms, and verifies that signing contractor is an authorized agent
- Records and files inspection requests and inspection reports
- Schedules inspections and assists inspectors with inspection requests, results, and locating plan files in the Building Department
- Scans documents and plans and enters permit data into computer system; tracks, prints and distributes permits
- Performs customer service functions for customers at front counter and other departments, including information and assistance related to permits, permit applications, inspections, records research, documentation, procedures, fees, or other issues and responds to routine questions, complaints, or requests for service
- Calculates permit application fees, license/registration fees, re-inspection fees and revisions fees, impact fees, fire rescue fees, or other departmental fees/services and; records transactions and issues permits and business tax receipts
- Researches and provides information relating to address ranges, section, township, or zone; performs research related to enforcement of the Village Codes
- Ensures Notice of Commencement (NOC) is on file prior to first inspection as required by law
- Maintains department filing system and Records Retention Schedules
- Maintains inventory of office supplies and equipment; ensures availability of adequate supplies and initiates requisitions for purchasing new or replacement items.
- Communicates with supervisor, employees, other departments, village officials, inspectors, customers, contractors, property owners, architects, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
WORK ENVIRONMENT
- Works in an indoor/office environment with long periods of sitting at the customer service window
- Occasional need to lift, carry, push and/or pull objects weighing up to 25 pounds
- Performs tasks involving extended periods of time at a keyboard or work station.
