Organizational Description

The Community Health Center Network (CHCN), sister organization to the Alameda Health Consortium, is made up of the eight federally qualified community health centers in Alameda County. CHCN functions as the managed care MSO for our health centers, contracting with the Alameda Alliance for Health and Anthem Blue Cross. In order to help our health centers meet their missions of providing the best possible care to their communities, we also provide a broad range of training, technical assistance, quality improvement, information technology, and data analytic services.

Position Title: Budget & Financial Planning Manager

Department: Finance

Reports To: Chief Financial Officer

Classification: Exempt

Status: Full-Time Regular

Salary Range: $100,200 to $120,700 yearly

Location: Candidate must be willing to have primary residence in California. For licensing and tax purposes, we are unable to hire candidates residing outside the state of California starting on the date of hire.

POSITION SUMMARY

The Community Health Center Network (CHCN) is currently accepting applications for one (1) regular, full-time Budget & Financial Planning Manager in the Finance Department. This is a non-represented and FLSA exempt (overtime ineligible) position. CHCN requires a Budget & Financial Planning Manager with at least five years of management or senior level experience, as well as solid communication, technology, and analytical abilities. Being current with information, technology, trends, and developments in the budget and Financial Planning field is a must.

Reporting to an engaged Chief Financial Officer, this professional management position is responsible for development and management of CHCN’s budget, financial analyses and planning. These resourceful professional plans, organizes and manages the budget and long-term Financial Planning processes for CHCN and its related organization Alameda Health Consortium (AHC) and the CHCN Trust accounts for our eight Federally Qualified Health Centers. This position performs complex and technical analyses, financial projections and forecasts and works with all CHCN divisions to develop budgets in accordance with CHCN budget policy. The CHCN, AHC and CHCN Trust has an annual revenue budget of over $140 million and approximately 145 FTE (Full-Time Employees). Competitive applicants should have proven ability to manage a complex budget of this size.  

ESSENTIAL POSITION RESULTS

Typical duties:

· Manage, coordinate, and oversee the AHC/CHCN's annual budget process with all AHC/CHCN divisions, including meeting with department staff to create revenue, payroll and other expenditure budgets, provide complex financial analyses and develop various financial reports.

· Provide technical advice and assistance to divisions regarding the budget process, procedures, and CHCN policy. Review budget detail and narratives submitted by divisions for accuracy and work with departments to resolve problems. 

· Manage, develop, prepare and maintain complex financial forecasting models including revenue forecast model, and provider and vendor rate/expense models. Perform estimations of future values and data utilizing quantitative and qualitative forecasting techniques, time series methods, causal methods, and other established forecasting methods.

· Research and compile critical data including local, state, regional and national economic trends for incorporation into forecasting models. Builds databases and complex spreadsheets to perform detailed financial and statistical computations. Interpret analyses and develop recommendations for management decisions.  

· Manage, develop, prepare and maintain CHCN's long-term financial plans, working closely with division chiefs and section and unit managers to identify operational and capital requests and needs. Critically evaluate financial plans for adherence to sound financial management principles and compliance with CHCN's fiscal policies. 

· Manage the development of the budget from preparation of a proposed budget for CFO, Executive Council, and Finance Committee review to preparation of budget resolutions for Executive Council adoption and submission of budget forms to the Finance Committee and AHC/CHCN Governing Boards.  

· Prepare budget forms and resolutions necessary to certify principal and shared (i.e., grants) revenues and adopt budget as required by CHCN budget policy, and California statutes and other regulations. 

· Prepare and/or review final budget document for submission to Executive Council, Finance Committee, and Governing Board. Knowledge of California budget law and managed care rules and regulations. 

· Manage bi-monthly budget review process, working with divisions to identify adjustments necessary to comply with CHCN budget policy.  Prepare budget materials for review by Senior Managers, Executive Council, and Finance Committee. 

· Provide excellent customer service, research complex errors or discrepancies and resolve problems in a timely and professional manner. 

· Perform related duties as assigned. 

Budget & Financial Planning Manager Knowledge, Skills, and Qualifications:

· Maintain working knowledge of principles and practices of established forecasting techniques and methods – quantitative and qualitative forecasting techniques, time series, causal and econometric forecasting methods and other established forecasting methods. 

· Maintain working knowledge of sources of economic and demographic data and principles, practices, and methods of applying economics, demographics and social-economic research to the development of economic and financial forecasts. 

· Maintain working knowledge of management and supervisory practices and principles; committed to teamwork and to delivery of excellent customer service. 

· Maintain working knowledge of county, state and federal laws pertaining to the area of responsibility, including California Department of Managed Healthcare (DMHC) regulatory requirements. 

· Demonstrate strong financial management, including long range planning and strategy. Utilize innovation and vision to strategically plan for and manage areas of responsibility.   

· Maintain working knowledge of developing and implementing goals, objectives, policies, procedures, work standards, and internal controls for assigned program areas. 

· Relationship-building, consulting, and collaborative team building; demonstrating strong teamwork that fosters commitment and team trust in order to successfully achieve goals and outcomes. Encourage, motivate, and develop employees through strong leadership experience.  

· Conduct complex research projects, evaluate alternatives, make sound recommendations, and prepare effective technical staff reports. 

· Demonstrate logic, complex problem-solving skills and good judgment. 

· Communicate effectively through written and oral presentation to varying audiences.

· Maintain working knowledge of software programs such as Microsoft Office, Tableau, QuickBooks, and other interactive computer programs and business intelligence software, as well as cooperating common office equipment.

· Disseminate, implement, and enforce organization and team standards, policies, and procedures, including providing proper guidance to those carrying out related duties.

Education, Experience, Certifications and/or Licenses:   

· Bachelor’s degree (B.A./B.S.) from a four-year college or university in finance, accounting, or related field.

· Master’s degree and/or Certified Public Accountant (CPA) certification are highly preferred.  

· A minimum of five (5) years' experience in a similar position and/or performing similar tasks, with 2 to 3 years of people management experience. 

· Leadership experience within a healthcare and/or managed care agency preferred. 

· Experience in working with multiple legal entities under different legal umbrellas.

· Experience with financial reporting requirements.

· Experience with Budget Monitoring Systems and other Financial and Accounting Systems and software
