Job Announcement – Associate Director, Housing Stability

Job Summary:

The Associate Director, Housing Stability, has an important role in ensuring effective United Way of King County programs in Housing Stability. This position provides strategic direction to staff, partners, and volunteers working to prevent homelessness. The Associate Director will directly supervise two Senior Managers who oversee rental assistance, eviction prevention and Housing Stability portfolios. This includes oversight of work with community-based grantees, data management, risk management and rent payment systems. The position will work closely with an internal Homelessness Prevention team, community stakeholders and local governments to help build an equitable, effective, and scalable homelessness prevention system.

Compensation:

The pay range for this job is $90,717 - $100,267 with eligibility to earn 3% after successfully completing the employee’s six-month onboarding period.

Essential Duties:


  • Lead planning, implementation, and evaluation of United Way’s Housing Stability programs.
  • Provide strategic vision to test, pilot, and scale programs and grant making strategies that increase housing security in the community and reduce racial disparities.
  • Contribute to organizational goals, strategic planning, budgeting and effective organizational culture, management, and communication as a member of Community Services Leadership Team.
  • Develop and evaluate strategies to increase racial equity and reduce racial disparities.
  • Cultivate relationships with internal stakeholders, community-based organizations, government partners, funders, and landlords.
  • Supervise managers overseeing grant revenue contracts, grantee contracts, Rental Assistance Program Central Intake, use of the Homeless Management Information System, and landlord verifications.
  • Research and interpret regulations, guidelines, and standards relevant to public and private Housing Stability funds. Work with fiscal and Housing Stability teams to ensure that funds are spent by required deadlines and according to budget.
  • Lead reporting and compliance efforts and oversee analysis and reporting of program metrics to funders and key internal and external stakeholders.
  • Stay abreast of Homelessness Prevention best practices and programs and research new strategies, policies, and best practices to address housing security and homelessness.
  • Develop analyses to inform policy development, and communications/briefing materials to convey changes to key stakeholders.
  • Work with program managers to monitor grantee performance and progress.
  • Develop and manage program budgets ensuring a balanced budget and clear documentation.
  • Serve as content expert and spokesperson for Housing Stability programs. Develop and give presentations on the progress of the project to various audiences.
  • Partner with the UWKC Policy Team and program leadership to influence legislative and administrative policies at local, state, and federal levels to prevent homelessness, address systemic racism, and scale effective solutions.
  • Partner with UWKC Development and Brand departments to cultivate and steward relationships with individual donors, foundations, and public funders.
  • Perform other related duties as assigned.


Knowledge, Skills, and Abilities:

  • Demonstrated expertise in homeless prevention or related social service programs, strategies, and best practices.
  • Demonstrated ability to manage complex relationships with a wide range of agency and external employees, ranging from front-line employees to executive-level leaders.
  • Strong staff coaching skills and ability to support managers in their roles.
  • Demonstrated ability to galvanize teams around a shared purpose and measurable objective.
  • Demonstrated ability to manage complex grants, including federal grants, and support teams in maintaining compliance.
  • Demonstrated ability to develop and implement strategies that reduce racial disparities for families.
  • Proven ability to develop bold and feasible project plans to meet objectives.
  • Demonstrated ability to respond to both opportunities and obstacles with agility and flexibility to keep teams on track to meet project goals.
  • Demonstrated ability to navigate ambiguity and change and bring order in the face of uncertainty.
  • Proven ability to remain collaborative and results-driven in the face of obstacles and adversity.
  • Strong verbal and written communication and presentation skills
  • Demonstrated ability to work in a fast-paced environment with a high level of accuracy, organization, and attention to detail.
  • Intermediate proficiency with Microsoft Office and ability to quickly adapt to new technology.
  • Demonstrated understanding of social and racial justice and equity, with a proven commitment to apply racial and economic justice lenses in both personal and workplace contexts.
  • Lived experience and/or demonstrated professional skills working within a diverse work environment.


Supervisory Responsibilities:


This position manages two Senior Program Managers who oversee Housing Stability portfolios and supports their direct reports which include at least 5 additional staff and an AmeriCorps Member.


Education and/or Experience:

Bachelor's degree or equivalent experience, specializing in Social Work/Human Services, Public Administration, or related field. Must have at least 5 years’ progressively responsible experience in Human Services, 7 years preferred. Demonstrated success in program management and evaluation, strategic planning, partnership development, project management, and racial equity work. Demonstrated experience managing government grants and supervising staff required. Grant making experience preferable.
