DEFINITION
Under administrative direction, assists the Director in the daily operation and management of the General Services Department including the responsibility for planning, organizing and managing the activities of the Department through subordinate managers and supervisors and ensuring the efficient and economical delivery of services in compliance with County rules, regulations and policies. Serves as the General Services Director in the Director's absence and performs related duties as assigned.
SUPERVISION RECEIVED AND EXERCISED
Receives administrative direction from the Director of General Services or designee. Exercises direct supervision over management, supervisory, professional, technical, and administrative support staff through subordinate levels of supervision.
CLASS CHARACTERISTICS
This position assists in overseeing and directing and participates in all activities of the General Services department including short- and long-term planning as well as development and administration of departmental policies, procedures, and services. This class provides assistance to the Director of General Services in a variety of administrative, coordinative, analytical, and liaison capacities. Successful performance of the work requires knowledge of public policy, County functions and activities, including the role of the Board of Supervisors, and the ability to develop, oversee, and implement projects and programs in a variety of areas. Responsibilities include assisting in coordinating the activities of the department with those of other departments and outside agencies and managing and overseeing the complex and varied functions of the department. The incumbent is accountable to assist in accomplishing departmental planning and operational goals and objectives. This class is distinguished from the Director of General Services in that the Director has overall management and administrative responsibility for all General Services functions, programs, and activities.

  • Assists in the development and implementation of goals, objectives, policies, procedures and work standards for the General Services Department.
  • Assists in managing and participates in the development and administration of the department budget; assists in directing the forecast of additional funds needed for staffing, equipment and supplies; monitors and approves expenditures; recommends and implements budgetary adjustments.
  • Reviewing work methods and inter/intra departmental procedures to ensure an effective workflow and compliance with established policy. Monitors changes in laws, regulations, and technology that may affect departmental operations; implements policy and procedural changes as required.
  • Developing and administering grants and contracted programs for County services.
  • Solicit, analyze and make recommendations on project bids and proposals.
  • Estimating costs, selecting contractors, and ensuring that all codes and regulations are met.
  • Assisting in directing the capital facilities construction program.
  • Determine feasibility and appropriateness of land and building use.
  • Assess workspace utilization and needs.
  • Selects, trains, motivates, and evaluates the work of department personnel, provides direction or coordinates staff training, works with employees to correct deficiencies and implements discipline and termination procedures as required.
  • Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and reviews with the Director; directs the implementation of improvements.
  • Conducts a variety of departmental, organizational, and operational studies and investigations; recommends modifications to programs, policies, and procedures as appropriate.
  • Prepare oral and written reports.
  • Prepares, reviews, and presents staff reports, various management and information updates, and reports on special projects to the Board of Supervisors, department heads, managers, supervisors, employees, and the public.
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of General Services and other types of public services as they relate to the area of assignment.
  • Assists the Director in developing the annual Capital Improvement Plan.
  • May be assigned additional administrative and/or supervisory responsibilities.

MINIMUM QUALIFICATIONS
Knowledge of:
  • Personnel management, budget and contract development and administration.
  • Applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to the General Services Department.
  • Principles, practices, and trends in real property management.
  • Principles and practices of architecture and the preparation of building plans and specifications.
  • Standard practices, methods, tools, equipment, and materials used in the building trades.
  • The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.
  • Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.
  • Techniques for providing a high level of customer service by effectively communicating with the Board of Supervisors, public, vendors, contractors, and County staff.

Ability To:
  • Assist in developing and implementing department goals, objectives, practices, policies, procedures, and work standards.

  • Conduct complex research projects, evaluate alternatives, make sound recommendations, and prepare effective staff reports.

  • Effectively represent the department and County in meetings with governmental agencies, community groups, various business, professional, and regulatory organizations, and in meetings with individuals.
  • Conduct complex research projects, evaluate alternatives, make sound recommendations, and prepare effective staff reports.
  • Work cooperatively with those contacted in the course of work; communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax.
  • Plan, organize, direct, and coordinate the work of supervisory, professional, technical, and administrative support staff; delegate authority and responsibility.
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
  • Delegate responsibility and authority to others.

Minimum Qualifications
Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Successful completion of the requirements for a Bachelor's Degree from an accredited college or university is required.
Four (4) years of supervisory or management experience in General Services, or a related field such as public works, architecture, engineering or construction management is required.
Four (4) years of progressively responsible experience in General Services operation or performing administrative, management, personnel or fiscal analysis is desired.
Certifications and Licenses:
  • Must possess a valid US driver's license upon date of application. Must obtain California driver's license following hire date per California DMV regulations.

Environmental Factors and Conditions/Physical Requirements
PHYSICAL DEMANDS
  • Mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and visit various County sites; primarily a sedentary office classification although standing in work areas and walking between work areas may be required; occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information; ability to lift, carry, push, and pull materials and objects up to 10 pounds.
  • Vision to read printed materials and a computer screen.
  • Hearing and speech to communicate in person and over the telephone.
  • Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment.

WORKING CONDITIONS
  • Office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.
  • Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

EQUIPMENT AND TOOLS UTILIZED
  • Standard equipment includes motor vehicle, personal computer, fax machine and standard office equipment.

Disaster Service Worker
All Butte County employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker related training as assigned, and to return to work as ordered in the event of an emergency.

Salary Step Increases:
The beginning salary and the top of the salary range are usually shown on the job announcement. Upon satisfactory service, salary increases of approximately 5% may be given annually until the top of the salary range has been attained.
Cell Phone Allowance:
County issued cell phone or $70/month allowance with appointing authority approval.
Boot Allowance:
$100/year.
Auto Allowance:
$250/month.
Holidays:
12 paid holidays per year.
Vacation:
0-4.99 years: 15 days/yr.; 5-9.99 years: 20 days/yr.; 10-19.99 years: 25 days/yr.; 20+ years: 27 days/yr. Note - accrued vacation leave may not be used until after six months of employment.
Administrative Leave:
10 days per year.
Sick Leave:
96 hours of sick leave are earned each year with no maximum accrual.
Bereavement Leave:
Maximum of 40 hours for each occurrence in the immediate family.
Health Plan including Dental Insurance and Vision Insurance:
Coverage under the Butte County Health Plan is for employees and their eligible dependents. Depending upon the plan selected by the employee, the County contributes a substantial amount of the total cost of the complete health package, which consists of medical, vision, and dental insurance. Currently, the amount the County contributes for family coverage is $1438.42/month. For those employees who have health coverage from other sources, and who elect to not participate in the Butte County Health Plan, the County offers a monthly taxable Cash-Back allowance. The current of the taxable Cash-Back allowance is $503.34 per month (prorated for less than fulltime employees). This benefit is $300 per month for Employees hired on or after January 1, 2014.
Life Insurance:
The County provides $25,000 in life insurance with additional coverage available at a minimal cost.
Retirement (Non-Safety):
The County is in the Public Employees' Retirement System (CalPERS) coordinated with Social Security.
"Classic Members"- 2% @ 55. Final compensation based on Single Highest Year. Employee responsible for full 7% employee share effective 1/1/2013.
"New Members" to PERS- 2% @ 62. Final compensation based on Highest Three Year Average. Employee responsible for one half (1/2) the normal cost of the CalPERS Pension.
