DEFINITION:
Under general supervision, assists in the development and administration of Asset Management Program for City of Indio's assets to improve the reliability and resiliency of City infrastructure by evaluating, promoting and implementing best practices in Asset Management; working with consultants and City staff to identify and prioritize business needs; managing asset inventories and updating geographic information system (GIS) layers; developing condition assessment strategies and managing asset risk/prioritization; assisting with capital project prioritization and updating asset renewal and replacement schedules; performing asset risk/reliability analyses; and working closely with I.T. staff to integrate the Asset Management program with existing information technology systems such as the financial system, GIS, and computerized maintenance management system (CMMS). Initial focus will be on water assets.
DISTINGUISHING CHARACTERISTICS:
The Asset Management Specialist II is the fully qualified journey-level classification responsible for performing the full scope of clerical and technical support functions for the Asset Management Program. Successful performance requires a thorough knowledge of the daily operations of public works/utility systems operations, GIS, and CMMS applications.
Duties
SUPERVISON RECEIVED/EXERCISED:
Receives general supervision from a higher level supervisory class. Incumbents in this class may exercise indirect supervision to lower level staff or volunteers.
ESSENTIAL FUNCTIONS: (include but are not limited to the following)
  • Assist in coordination with vendors, consultants, and City staff to gather asset data and develop comprehensive asset registers as the foundation for the Asset Management Program; assist in creating new asset entries and modifies asset characteristics/descriptions, such as cost, group, type, location, or criticality, as necessary.

  • Maintains the Asset Management Program, including tracking existing assets, addition of new assets, performance tracking for operations and maintenance (O&M) activities, implementation of standardized business processes, and related reporting; maintains the integrity and accuracy of asset register by tracking and updating asset acquisition, replacement/decommissioning, and associated replacement costs and condition assessment.
  • Assist in coordination with the development of procedures to collect and maintain data records, including assignment of asset codes, asset data catalogs, and population of life cycle costs, timing and criticalities; establishes and maintains documentation on asset, workflow, and system configuration.

  • Assist in coordination with the identification of types of maintenance activities for asset classes; collaborates with others to develop detailed job/work plans (tasks, resources, parts, duration, frequency, etc.) for preventive and corrective maintenance repair/replacement activities.

  • Collaborates with Operations and Maintenance staff to incorporate preventive/recurring maintenance activities into the CMMS; assist in guiding the development of tailored and standardized reporting structures within the CMMS program, as needed, to provide quantifiable performance metrics and other related statistics; ensures that analytical reports can meet regulatory reporting requirements.

  • Assist in providing daily customer service and long-term guidance to CMMS users in the operation and capabilities of the program; leads the development of maintenance management, control policies and procedures, and develops protocol for the standardization of data collection and entry.

  • Assists management in identifying and minimizing lifecycle costs through the development of condition assessment processes and preventive maintenance strategies to reduce unplanned repair and replacement.

  • Assist in coordination with Division managers, supervisors, and staff to create and update job/work plans, preventive maintenance schedules, and system/asset information; assist staff with field asset registration/maintenance activities, asset data/work order updates, as needed; analyzes and provides status reports on operations and maintenance activities, key performance indicators, and asset failure codes.

  • Collaborates with IT and Finance staff to integrate and support the integration of Asset Management into the financial/utility system and the financial models used for planning, budgeting, and acquisition.

  • Collects, maintains and analyzes database and filing systems for asset, engineering and operational records; generates maps and visual aids reports, analyzes records, and develop quality control procedures to ensure accuracy, completeness, and consistency; formats data records and/or facilitates transfer of files into GIS database; works with I.T. staff and/or consultants to improve database interface.

  • Prepares a variety of documents, spreadsheets, letters, memos, banners, brochures, flyers, and form in draft and final format including logs, agenda packet materials, and weekly/monthly reports and updates; may process payment requests.

  • Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.

OTHER DUTIES: (include but are not limited to the following)
  • Trains and assists other City staff in utilizing CMMS; collaborate with CMMS users on system and business process enhancements.

  • May work outdoors to inspect and gather data related to assets, including but not limited to fire hydrants, meters, water valves, and backflow prevention devices.

  • Performs other related duties as assigned.

Qualifications
MINIMUM QUALIFICATIONS: (The following are minimal qualifications necessary for entry into the classification.)
Education:
The required qualification is to possess a high school diploma or equivalent. College-level coursework in Business, Public Administration, Accounting, Geography, Computer Science/Information Technology, Planning, Public Administration, Engineering or a related field is desirable.
Experience:
The required qualification is to possess two (2) years of increasingly responsible Asset Management or systems experience. Experience with a public utility performing CMMS (Cityworks preferably) and/or GIS data management is desirable.
Minimum 1-year experience working with information systems.
Direct experience with day-to-day operations of field staff performing all aspects of infrastructure maintenance, operations and response is highly desirable.
License/Certificate:
Possession of Water Distribution Grade-1 Certification is required upon hire; however, the department reserves the right to modify this requirement to attract a viable candidate pool. .

Asset management principles, practices, and applications with specific emphasis on city assets. Organization and quality management practices as applied to the development, analysis, and evaluation of programs, policies, and operational needs of Asset Management programs. Principles and practices of Asset Management program budget development and administration, contract administration, and sound financial management policies and procedures. Practices of researching Asset Management issues, evaluating alternatives, making sound recommendations, and preparing and presenting effective staff reports. Computer software applications, such as Cityworks, GIS, and other specialized software and databases. Researching and reporting methods, techniques, and procedures. Methods and techniques of effective technical report preparation and presentation. Record keeping principles and procedures. Modern office practices, methods, and computer equipment and applications related to the work. English usage, grammar, spelling, vocabulary, and punctuation. Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.
SKILLS:
Operate standard office equipment, personal computers, Internet, Microsoft Office software products, and engineering related software including ArcGIS and Computerized Maintenance Management System; Observe proper safety precautions.
ABILITIES:
Administer complex, technical, and sensitive Asset Management programs in an independent and cooperative manner. Analyze complex, multi-dimensional Asset Management data. Conduct complex Asset Management research, evaluate alternatives, make sound recommendations, and prepare effective technical staff reports. Establish and maintain a variety of Asset Management filing, record keeping, and tracking systems. Organize and prioritize a variety of Asset Management programs, projects, and multiple tasks in an effective and timely manner. Conduct routine research projects, evaluate alternatives, and make sound recommendations. Interpret, apply and explain technical materials to non-technical users. Establish and maintain a variety of filing, record keeping, and tracking systems. Make sound decisions within established policy and procedural guidelines. Organize own work, set priorities, and meet critical time deadlines. Operate modern office equipment including computer equipment and specialized software applications programs.
MEDICAL/DENTAL/VISION INSURANCE: A flex benefit is provided monthly. There are several medical insurance programs, two dental plans and one vision plan from which to choose.
RETIREMENT: City participates in the 2% @ 62 for new PERS miscellaneous members and 2.7 @ 57 for New PERS sworn program. The City also participates in social security. Please contact Human Resources if you are an existing PERS member.
DEFERRED COMPENSATION: Voluntary employee contribution, a choice of two 457 plans.
VACATION LEAVE: Based on length of employment with the City. 0<4 years = 3.08 hours, 4<7 years = 4.62 hours, 7<10 years = 5.54 hours, 10 years = 6.15 hours, 11 years = 6.46 hours, 12 years = 6.77 hours, 13 years = 7.08 hours, 14 years = 7.39 hours and 15 more years = 7.69 hours.
Maximum vacation accumulation shall be three (3) times that employee's annual accrual coinciding with his/her current rate of earning. Upon reaching this ceiling, no more vacation shall accumulate until vacation is taken.
HOLIDAYS: City observes thirteen (13) holidays each year.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 60 day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances providing 100% of pay.
LIFE INSURANCE: $50,000 term life. Premiums paid by the City. Additional Supplemental Life plan is available for purchase.
MILEAGE: Employees who are required to use their personal vehicles for City business shall be reimbursed at the Internal Revenue Service (IRS) standard mileage rate.
EDUCATION REIMBURSEMENT: May be reimbursed for actual cost, subject to availability of funds.
