Are you a skilled and dedicated professional seeking a rewarding opportunity to make a difference in correctional healthcare? The Harris County Sheriff's Office, home to the third largest county jail in the nation, is seeking a highly competent and detail-oriented Administrator, to oversee the Medical Contractor who manages the Jail Medical Facilities. The Administrator of Contracted Medical Services plays a pivotal role in overseeing all aspects of medical services contracts for the Harris County Sheriff’s Office’s Jail. This leadership position encompasses managing relationships with contracted medical providers, ensuring strict compliance with state and federal regulations, overseeing budgetary allocations, and presenting comprehensive reports to the Commissioner Court representing the Sheriff’s Office. The Administrator is responsible for maintaining the quality and efficiency of administrative management, internal and external business affairs, finance, information services, and general administrative and operational functions related to the medical contract. This includes fostering effective and collaborative working relationships between the contractor and its employees, jail staff, and Executive-level command.
Duties and Responsibilities
  • Financial Oversight and Budget Management:
    • Oversee medical services contract finances, monitoring vendor expenditures to ensure adherence to approved budgets.
    • Collaborate with the Sheriff’s Office, Office of Management and Budget (OMB), and medical vendors to develop and manage budgets effectively.
    • Identify and address cost overruns promptly, implement corrective actions, and mitigate financial risks.
    • Provide regular budget updates and financial reports, proposing strategies for maintaining compliance.
    • Implement cost-saving measures without compromising service quality.
  • Contract Compliance, Cost Control, and Management:
    • Monitor contractor expenditures and performance to ensure alignment with agreements and budgetary constraints.
    • Identify opportunities for cost containment and process optimization within the contract.
    • Lead contract negotiation, execution, and ongoing oversight, ensuring alignment with facility needs and standards.
    • Serve as the primary liaison between the Sheriff’s Office, medical providers, and leadership, fostering transparent communication.
  • Compliance and Regulatory Oversight:
    • Ensure adherence to state and federal regulations governing medical services provision.
    • Implement quality assurance measures to uphold standards of care and compliance.
    • Address compliance issues and regulatory concerns promptly and effectively.
    • Facilitate resolutions for claims or complaints occurring in contract performance.
  • Contract Monitoring, Modification, and Stakeholder Communication:
  • Prepare contract modification notices and monitor contractor performance to ensure compliance.
  • Review contracts to mitigate risk and optimize outcomes.
  • Collaborate effectively with clients/vendors to address inquiries and resolve issues.
  • Provide technical and administrative support for surveillance monitoring and reporting.
  • Process Improvement and Analysis:
    • Identify opportunities for efficiency and service quality enhancement within the contract.
    • Review utilization data to develop procedures for compliance and optimization.
  • Communication and Reporting:
    • Prepare and deliver clear verbal and written communications to stakeholders.
    • Facilitate issue resolution with clients/vendors, demonstrating problem-solving skills.

Requirements

  • Bachelor’s degree in Healthcare Administration, Business Administration, Public Administration, or a related field.
  • Proven track record of success in healthcare or public service contract compliance, contract management, or a related field with a minimum of 5 years of progressive experience in a leadership role.
Knowledge, Skills, and Abilities
  • In-depth knowledge of healthcare regulations and standards, particularly those applicable to correctional facilities.
  • Knowledge of NCCHC standards, accreditation, and auditing
  • Knowledge of medical contract administration
  • Strong interpersonal and communication skills, with the ability to build and maintain effective relationships across diverse stakeholder groups.
  • Proficiency in budget development, financial analysis, and reporting, with a keen eye for detail and accuracy.
  • Strategic thinking abilities and the capacity to drive innovation and process improvement initiatives.

Preferences

  • Master’s degree in Healthcare Administration, Business Administration, Public Administration, or a closely related field;
  • Professional contracts administrative experience in a correctional healthcare setting or a large medical facility.

General Information

Salary: $130,000 - $150,000 - Commensurate with qualifications
