Duties and Responsibilities
(NOTE: ** denotes Essential Functions)

  1. ** Assists the Human Resources Manager HRM) in the provision of the College's program of personnel management services and special projects.
  2. ** Assists the HRM with the day-to-day operations of the College's Human Resources (HR) Administrative Support and personnel management services.
  3. * *Supervises subordinate HR staff through the provision of operational expectations, guidance, assignments, and timelines needed to meet the College's personnel requirements; and ensures HRM is aware of operational needs and concerns.
  4. ** Provides advice, guidance, and interpretation to employees and supervisors with collective bargaining agreements, University and Board of Regents (BOR) policies, State and Federal rules and regulations, directives or guidelines, compliance activities, and personnel practices.
  5. ** Keep abreast of new and amended University policies and procedures, collective bargaining agreements, and State/Federal laws, ensuring consistent interpretation and application of policies and procedures.
  6. ** Assists in preparing and reviewing position classification and recruitment requests, and preparing and posting advertisements in accordance with established requirements. Reviews position and appointment requests for accuracy and compliance.
  7. ** Analyzes employee records to determine eligibility for extra compensation, overtime, stipends, probationary credit, summer pro rata pay, leave without pay, and other comparable actions. Calculates salary adjustments and overpayments in a timely manner and processes documents as required.
  8. ** Oversees the processing of leave requests such as FMLA, Leave Share, LWOP, Military Leave, Sabbatical, etc. to ensure compliance with applicable laws, policies and union contracts.
  9. ** Ensures accurate preparation and processing of online payroll transactions utilizing PeopleSoft. Ensures personnel forms and supporting documents are accurate, complete and properly approved.
  10. ** Serves as the College's lead official in managing the civil service processes.
  11. ** Coordinates with supervisors and the UH System Office of Human Resources (OHR) to establish, reclassify, update, and/or request to fill civil service positions in compliance with civil service rules and regulations.
  12. ** Oversees the processing of civil service appointments in accordance with established University, civil service rules and regulations, and NeoGov system. Manages the seniority ranking of civil service employees; temporary assignments, temporary hires; transfers; and civil service lists.
  13. ** Oversees the online Student Employment and Cooperative Education (SECE) system. Develops and recommends to the HRM campus policies and procedures for the online SECE program. Manages the annual Leeward CC Student Employee of the Year program.
  14. Oversees in-service HR training in issues such as APT Broadband system, personnel rules and regulations; collective bargaining agreements; NeoGov system; Form I-9; FLSA; payroll rules; and SECE.
  15. ** Advises departments and employees on matters related to immigration eligibility.
  16. ** Administers the worker's compensation and temporary disability programs; serves as the College's liaison to the System Office of Risk Management and the third-party administrator.
  17. **Investigates accident(s) to determine facts, circumstances, and contributing factors; develops viable remedies (e.g. training, procedural changes, equipment/supply and facilities/grounds changes); recommends viable solutions to College's leadership.
  18. **Advises the employee, employee's family, and supervisor of worker's compensation or temporary disability insurance (TDI) processes (e.g. timelines, pay/leave options, overpayment recoupment, etc.) and as required, recommends acceptance or denial of TDI claims to HRM.
  19. **Prepares required OSHA reports.
  20. ** In coordination with the marketing unit, ensures the HR section of the College's website is current in accordance with appropriate HR policies, procedures, rules and regulations.
  21. Conducts complaint intake involving interpersonal conflicts, employee-supervisor conflicts, and/or workplace violence.
  22. Exercises independent judgment/decision-making in addressing employee-supervisor disputes using information provision, personal intervention, mediation, and informal resolution as a means of mitigating the conflict/situation.
  23. Receives and assesses grievances and complaints; conducts investigation; conducts preliminary discussion with involved parties; conducts informal mediation or resolutions; refers to HRM in the event of formal grievance and makes recommendations regarding the College's position.
  24. Works with responsible supervisor to correct deficiencies or errors, explain the circumstances and corrective action, or achieve case resolution.
  25. Conducts data research and management using personnel information systems to generate periodic and special reports for College administrators, campus ad hoc study groups, institutional analysis accreditation activities, program reviews, planning purposes, and self-studies and the HRM.
  26. In the absence of the HRM, oversees all personnel activities and fulfills other responsibilities delegated by the Chancellor and VC of Administrative Services.
  27. Other duties as assigned.

Minimum Qualifications:
  1. Possession of a baccalaureate degree in Human Resources Management, Personnel Administration, Business Administration, Public Administration, or related field and 4 years of progressively responsible professional experience with responsibilities for Human Resources management or personnel administration, or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills, and abilities as indicated.
  2. Considerable working knowledge of principles, practices and techniques in the area of Human Resources management as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
  3. Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with Human Resources management.
  4. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
  5. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
  6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
  7. Demonstrated ability to operate a personal computer and apply word processing software.
  8. Demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
  9. Demonstrated ability to apply spreadsheets and presentation software.
  10. Formal training or demonstrated experience in conducting workplace investigations.
  11. Knowledge of a computerized Human Resources information system.

Desirable Qualifications:
  1. Familiarity with UH policies and procedures.
  2. Familiarity with civil service rules and regulations.
  3. Demonstrated experience with worker's compensation and temporary disability insurance.
  4. Demonstrated experience with PeopleSoft and NeoGov systems.
  5. Demonstrated experience with labor relations (collective bargaining agreements, employee unions, and grievances).
  6. Demonstrated experience in adverse personnel actions including inter-personal issues, employee-supervisor conflict, misconduct, substandard performance and/or workplace violence.
