SALARY:  The salary range for this position is $73,838.98 to $115,075.98 for Schedule A, and $73,838.98 to $109,322.18 for Schedule B.  For newly hired individuals, the starting salary will normally be at the minimum of the salary range. For current Judiciary employees, salary upon promotion or advancement will be an increase of 5% of base salary, not to exceed the maximum of the range, or the minimum salary of the band/level, whichever is greater. Judiciary employees hired prior to June 3, 2014, are considered Schedule A. Newly hired individuals, and Judiciary employees hired on or after June 3, 2014, are considered Schedule B.

The New Jersey Judiciary is seeking a highly motivated professional who will possess strong leadership, problem solving and analytical skills along with providing human resource guidance and assistance to judges, managers, supervisors, and employees in the areas of recruitment and selection, classification and compensation and employee relations. The successful candidate must demonstrate excellent speaking and writing skills, possess the ability to work independently, adhere to deadlines, show attention to detail and accuracy, and maintain confidentiality. Candidate must have the ability to work on multiple assignments, while ensuring effective time management and prioritization of the same. The successful candidate will also implement operating procedures or systems, establish record keeping systems, advise management on personnel issues and prepare statistical reports. They will monitor and evaluate the success of implemented programs and provide feedback. The successful candidate will be responsible for training, performance advisories, career progression, discipline, employee/labor relations and the development and implementation of policies to ensure effective operations. This position serves a mentoring role for the Administrative Unit and chambers staff. They must also possess the ability to interpret Judiciary policies/procedures, regulations, laws, New Jersey Administrative Code, and bargaining unit agreements and must have the ability to communicate this information to management and staff.

This individual will also establish working relationships with the vicinages, state agencies and other outside organizations. Responsible for the oversight, evaluating, streamlining, and improving the structure of the court reporters and roles and responsibilities of the court reporter supervisors. Must keep abreast of current legislation effecting the court reporting and transcribing industry. Prepare fiscal notes in accordance with established statutes, court rules, policies and procedures for the court reporting and transcribing industry. Facilitate and arrange for meetings and discussion for real-time court reporting to include Supreme Court webcasting, ADA requirements, CART, etc. to ensure compliance with court rules, policies, and directives.  Supports the Deputy Clerk in the review, evaluation, and recommendation of Title II ADA requests for accommodation.  Assumes non-managerial responsibility for daily operation of administrative services and court reporters in the absence of the Deputy Clerk, Administrative Services.

The selected candidate will participate in team or work division meetings and special projects and serve on committees. Performs other related duties as required.

REMOTE WORKThe Judiciary currently offers a hybrid work schedule, and this position may qualify for up to 2 days of remote work outside of Judiciary buildings. To participate in this program, in addition to installing a multifactor authentication app on your phone or tablet, you will be required to have high speed home internet access.

Example of Duties

  • Responsible for all personnel needs of 253 FTEs and 32 judges plus six recall judges and unpaid interns for the Appellate Division. This includes the annual processing in and out of 64 law clerks every August
  • Lead worker for the Administrative Unit; directing, assigning, and coordinating work
  • Responsible for annual recommendation and coordination of judges' secretary staffing for elevated and regional secretaries. Coordinate training for staff members
  • Develop and provide solutions with vicinage staff for official court reporters coverage due to the increasing needs for ADA, virtual hearings and multi-attorney or litigant trials
  • Assemble procedures and workflow for completing projects and day-to-day-operations
  • Perform work on special assignments at the request of the Chief Judge of the Appellate Division, Clerk and Deputy Clerks of the Court or other Judiciary managers
  • Responsible for coordination and assignment of court reporters to provide coverage of on-line streaming video of Supreme Court oral arguments
  • Coordinate with senior managers assignments of staff
  • Coordinate and facilitate plans for utilization of available funds, personnel, office space and reorganization in the Appellate Division's central office and nine chamber's locations dispersed throughout the state
  • Serve on the Judiciary negotiations team and provide recommendations for Official Court Reporters collective bargaining agreement
  • Compile and prepare statistical reports, analyze data, and make recommendations to management
  • Lead point of contact for media requests in support of the Clerk in coordination with the Office of Communications
  • Conducts hearings on behalf of the Transcriber Certification Board
  • Conducts ergonomic evaluations for Title I ADA requests for accommodation
  • Evaluates, prepares, and drafts policies and directives
  • Takes lead of projects such as special events and community outreach

Qualifications

Graduation from an accredited college or university with a bachelor's Degree and five years of professional experience in program development, program coordination, program analysis, program administration and/or administrative research.
 
Substitution: Applicants who do not possess the required education may substitute additional paraprofessional and/or professional experience on a year-for-year basis with one year of such experience being equal to 30 semester hour credits. An associate's degree and two years of additional paraprofessional and/or professional experience may be substituted for a bachelor's degree. A master's degree may be substituted for one year of experience. A law degree may be substituted for two years of experience.

Supplemental Information

Driver's License:  Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle is necessary to perform essential duties of the position.
Authorization to Work:  US citizenship is not required.  Selected candidate must be authorized to work in the US according to Department of Homeland Security, US Citizenship and Immigration Services regulations.
Special Note:  Newly hired employees must agree to a thorough background check that will include fingerprinting. All data received will be kept in strict confidence except to inform the individual of the findings and what action will be taken as a result of this information.
Residency Law:  In accordance with N.J.S.A. 52:14-7 (L. 2011, Chapter 70), the "New Jersey First Act," all persons newly hired by the Judiciary within one year must establish, and then maintain, principal residence in the State of New Jersey. Any person may request an exemption from that requirement from the Employee Residency Review Committee in the Department of Labor & Workforce Development on the basis of either hardship or employer critical need.
