Example of Duties
The Ocean Vicinage is seeking an organized, highly motivated, customer service, and detail-oriented individual with solid administrative and interpersonal skills. Under the general direction of the Court Executive 2b (Municipal Division Manager) and other personnel, this individual will serve as an administrative professional in supporting the Vicinage's 33 municipal courts. Duties include, but are not limited to: conducting mandatory annual visitations, on-site visitations, financial audits, and monitoring of municipal courts to evaluate procedural compliance with the New Jersey Rules of Court, Supreme Court Directives, laws and established policies and procedures governing the operation of municipal courts; review municipal court budget proposals, identify deficiencies; monitor case management; analyze backlog; prepare recommendations for backlog reduction plans; establish court work flow systems and procedures; attend security meetings and review submitted plans; serve as the Municipal Division liaison with the Criminal PTS Division and Ocean County Jail; serves as a liaison between judges, managers, municipal courts and outside agencies; monitor the conditional accreditation, accreditation and certification of court administrators and deputy court administrators; serve as the training liaison for the municipal courts and mediators; serve on statewide committees as requested; investigate and respond to customer complaints and inquiries; prepare written reports, presentations, non-routine correspondence; provide structured training to court staff; assist staff or team members; provide technical assistance to municipal judges and court staff; make recommendations for the implementation and monitoring of action plans for courts in crisis; work on multiple assignments, while ensuring effective time management and prioritization; manage multiple projects, priorities, and deadlines; participate as a positive member of a professional team; provide excellent quality service to internal and external customers, including diverse and limited English proficient court users; maintain the confidentiality of division and court matters; treat everyone with dignity and respect; serve as subject matter expert; knowledge of PCSAM, ACS/ATS, ODR, eCourts; ZOOM and TEAMS would be helpful, but not required; and other duties as assigned.
Qualifications
Graduation from an accredited college or university with a bachelor's degree and three years of professional experience in program development, program coordination, program analysis, program administration and/or administrative research.
Substitution: Applicants who do not possess the required education may substitute additional paraprofessional and/or professional experience on a year-for-year basis with one year of such experience being equal to 30 semester hour credits. An associate's degree and two years of additional paraprofessional and/or professional experience may be substituted for a bachelor's degree. A master's degree may be substituted for one year of experience. A law degree may be substituted for two years of experience.

Residency Law: In accordance with N.J.S.A. 52:14-7 (L. 2011, Chapter 70), the "New Jersey First Act," all persons newly hired by the Judiciary within one year must establish, and then maintain, principal residence in the State of New Jersey. Any person may request an exemption from that requirement from the Employee Residency Review Committee in the Department of Labor & Workforce Development on the basis of either hardship or employer critical need.
