Job Description
GENERAL PURPOSE
The Administrative Officer 2 - Program Centralized Data (PCD) directs the tracking and reporting of client data with the singular objective of meeting the State, Federal and Departmental reporting mandates. Work is performed with initiative and independence and requires the need to be technically skilled in the use of reporting tools such as Crystal, Access, and SQL, as well as, the knowledge of database structure and logic. The position is accountable to the Administrative Officer 4. The position requires an in-depth knowledge of each (Area Agency on Aging, Mental Health, Early Intervention, Drug and Alcohol, Children, Youth and Families, and Developmental Programs) categorical division's service delivery system's policies and procedures, as well as a detailed knowledge of each categorical system's State and internal reporting needs.
SUPERVISION RECEIVED
This position reports directly to the Administrative Officer 4.
SUPERVISION EXERCISED
This position directly supervises the DHS Data Analysts 2s.
ESSENTIAL DUTIES OF THE POSITION
Directs the utilization, extraction and manipulation of data to meet department's reporting requirements in DHS's integrated client tracking system "CareTracker" as well as, the client tracking software used by each of the categorical divisions (SAMS, ODP-HCSIS MH-HCSIS, Pelican, CAPS, CWIS, CY Incident Management, and eCIS).
Serves as security and table administrator for 8 of the software packages.
Directs the implementation of enhancements to the Human Services client tracking system in compliance with a broad range of laws and policies within each of the categorical divisions in the Department of Human Services by:
  1. Analyzing the departments' programing needs and defining application problems and documenting enhancements.
  2. Creating solutions by the development of policies and procedures and creating alternative workflow.
  3. Directing the implementation of those solutions by documenting specifications, implementing policies and procedures, and coordination of production with County IT department.
  4. Validating results by testing programs.
  5. Ensuring operations by training personnel and providing support.
  6. Providing reference by writing documentation.

Analyzes and interprets program directives with respect to the State mandated client/service reporting requirements. Directs implementation by developing procedures for data collection, input document changes, staff training, computer software changes and output format needed to comply with directives. Develops plans for and oversees the implementation of the changes.
Prioritizes IT needs of the departments and overseas projects assigned to county IT departments.
Utilizes Crystal Reports, PA DHS Cubes, SAMS HAR, and other software packages to create DHS ad-hoc statistical and client-related reports. Reviews systems' output for completeness and accuracy. Develops reports to query system for entry errors.
Reviews input materials as received from department staff for completeness of processing and accuracy; and evaluates and develops input procedures to ensure data integrity.
Serves as software administrator by overseeing security, trouble shooting and maintaining system tables. Determines the need for and assigns system table codes.
Develops and updates input procedures and report descriptions as necessary.
Plans, organizes, assigns, supervises and evaluates the daily functions of data analysts.
Evaluates and signs performance evaluations of data analysts.
Conducts orientation and training of data analysts.
Controls flow, priorities and disseminate input documents to data analysts.
Acts as Department of Human Services liaison to the County's Information Technology Department.
Acts as Human Services liaison on various MIS committees.
Participates in administrative planning and maintains a working relationship with division directors, program specialists, accountants, data processing personnel and supervisors to identify Data collection/reporting problems and makes recommendations to resolve issues which pertain to the MIS system.
Develops standard computer training and oversees computer training of all DHS department staff (division directors, supervisors, caseworkers, etc.), with respect to:
  1. form usage
  2. report usage
  3. on-line system usage
  4. hardware usage

Maintains ongoing communication link with DHS staff to assure maximum utilization of, and satisfaction with, Care Tracker and reports concerns and recommendations to the Administrative Officer 4.
Develops production schedules for reporting that are compatible with timetables associated with State/Federal reporting as well as in-house reporting needs.
Attends meetings/training as required/requested.
Performs other related duties as necessary.

REQUIRED MINIMUM QUALIFICATIONS
EDUCATION & EXPERIENCE - One (1) year as an Administrative Officer 1; OR
Three (3) years of experience of progressively responsible and varied office management or staff work, including experience in personnel management, budgeting, or procurement and a bachelor's degree; OR
An equivalent combination of experience and training.
KNOWLEDGE, SKILLS, AND ABILITIES
Ability to plan, organize and direct the work of others.
Ability to develop and implement policies and procedures in the area of record management and reporting.
Ability to gather, assemble, correlate and analyze facts and devises solutions to administrative problems in the area of data collection, reporting.
Ability to comprehend program goals, objectives, and operations, and to relate theses to administrative analysis.
Ability to apply and interpret Department policies and procedures.
Ability to establish and maintain effective working relations with other administrative officials.
Ability to communicate effectively both orally and in writing.
Ability to train staff.

I. Medical Insurance
Coverage begins for the employee the first of the month following full-time employment for employees and their eligible dependents. Cost to the employee to participate in the plans varies by the coverage selection and number of dependents; and may be subject to collective bargaining, if a union member. The employee may also elect to opt out of the County's medical insurance if proof of coverage through the spouse's employer is provided. Under this arrangement, the employee is provided with an annual $1,500.00 opt out payment.
II. Vision and Prescription
Coverage begins for the employee the first of the month following full-time employment for employees and their eligible dependents. Copayments may vary, subject to collective bargaining, if a union member. Coverage under the vision plan varies and depends upon the employee's choice of doctor and frame selection.
III. Dental Coverage
Coverage begins for the employee the first of the month following full-time employment for employees and their eligible dependents. Copayments may vary, subject to collective bargaining, if a union member.
IV. Life Insurance
A life insurance policy is afforded to full-time employees beginning on the first day of employment, unless specified differently in a collective bargaining agreement. It remains in effect as long as the employee is actively employed and terminates upon resignation or retirement. $20,000 is afforded to all eligible employees.
V. Retirement
All full-time employees and part-time employees working more than 1000 hours per year qualify for County of Northampton retirement benefits, in which employees must contribute 5% of their earnings, and employees may choose to add additional voluntary contributions, not to exceed an additional 10%. Additionally, employees may participate in an optional deferred compensation plan (457(b)) which may provide present tax advantages and future retirement savings. Such arrangements are made directly with the providers and the County will administer payroll deductions only.
