The Pennsylvania Soldiers' and Sailors' Home is seeking a Personal Care Unit Administrator (Administrative Officer 2) to be responsible for various tasks such as the administration and operation of the Personal Care Unit (PCU). The individual in this position acts as the facility's Health Insurance Portability and Accountability Act (HIPAA) Privacy Officer and advises the Commandant in regards to facility operations and HIPAA Policy at the Pennsylvania Soldiers' and Sailors' Home.

DESCRIPTION OF WORK
As a Personal Care Unit Administrator (Administrative Officer 2), you will manage the PCU in accordance with DMVA, DHS, VA, and all other applicable regulations. You will communicate DMVA and facility decisions, directives, policies and procedures, rules and regulations, and discuss operational problems/issues with assigned department heads through memoranda and/or staff meetings in order to inform staff of new and revised changes to established procedures.
Other key responsibilities of the position include providing appropriate training opportunities, from which staff gain the knowledge necessary to complete their assignments; developing and implementing policies and procedures that govern the operation of the PCU and maximize resident quality of care and quality of life; analyzing regulatory requirements with regard to resident needs, rights, and care, as well as ensuring compliance with state and federal laws and regulations; and planning, implementing, and organizing special projects and outreach efforts pertaining to the PCU. In this role, you will also work cooperatively with the Activities Department in making recommendations and assisting with the development of a diversified activities program appropriate for PCU residents.

Work Schedule and Additional Information:
- Full-time employment (7.5 hours/day; 37.5 hours/week)
- Work hours are 8:30 AM to 4:30 PM, Monday - Friday, with 30-minute lunch.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:
- One year as an Administrative Officer 1; or
- Three years of experience in progressively responsible and varied office management or staff work, including experience in personnel management, budgeting, or procurement; and a bachelor's degree; or
- Any equivalent combination of experience and training.
Additional Requirements:
- This position is in Erie, Erie County, Pennsylvania. You must be able to work in Erie County, Pennsylvania.
- You must possess experience in progressively responsible and varied office management or staff work in personnel management, budgeting, or procurement.
- You must indicate highest level of college education completed such as Doctorate degree, Master's degree, Bachelor's degree, Associate's degree, some college, high school diploma or GED, or other.
- You must hold a valid license as a Personal Care Administrator as issued by the Pennsylvania State Board of Examiners of Nursing Home Administrators.
- You must be able to perform essential job functions.
