Reports To: Chief Building Official
Summary of Position: Under general supervision from the Chief Building Official of Community Development, the employee performs a variety of moderately complex administrative duties for the Office of Building Inspections.

- Maintains daily schedule for inspectors; receives inspection sheets after all site visits; files inspection sheets; updates information on permits previously issued;
- Issues building permits; obtains appropriate signatures; compiles permits, separates and distributes documentation; responds to inquiries regarding the status of permits; locates properties located within flood zones; receives reviews and files elevator inspection reports;
- Assists the general public in completing building permits and assembling appropriate attachments; reviews submitted applications for completeness and accuracy; enters permit information into computerized system; mails applications to general public upon request;
- Answers telephone and assists walk-in clientele; receives inquiries and provides information regarding various applications and permitting processes, policies and regulations, inspection procedures, codes, etc., or refers inquiries to appropriate personnel;
- Collects monies received for permit fees; balances daily cash receipts and records totals;
- Prepares monthly reports listing construction of new dwellings, commercial buildings, purchase of manufactured homes, number of permits and Certificates of Occupancy issued, number of inspections made;
- Notifies power company of approved connections, including upgrades, new and temporary services, etc.
- Uses a computer terminal to enter and retrieve data; operate adding machines, calculators and other standard office equipment; perform routine office tasks, such as typing, filing, faxing, phoning, and copying;
- Maintains complex records and filing systems alphabetically, numerically, or by other classification;
- Processes requisitions and work orders and orders office supplies;
Assists with Zoning requests for information regarding zoning and other ordinances.

Required Knowledge and Skills:
- Ability to accurately apply the administrative provisions of the Zoning Ordinance and the Virginia Uniform Statewide Building Code and County Code;
- Considerable knowledge and understanding of common technical terms utilized with the job;
- Ability to understand and follow complex oral and written directions;
- Ability to make mathematical computations with speed and accuracy;
- Ability to type accurately with moderate speed;
- Ability to communicate effectively, both verbally and in writing;
- Ability to maintain effective working relationships with citizens, building owners and contractors; demonstrate tact, good judgment, and patience in dealing with the public.
- Ability to work independently.
Education and Experience: High school diploma or equivalent with a minimum of two (2) years of Administrative Assistant experience, construction administration, or any equivalent combination of education and experience that would confer equivalent knowledge and ability shall be deemed to satisfy this requirement. Permit Technician Certification from the Virginia Department of Housing and Community Development (VDHCD) is preferred. Requires excellent computer skills and experience with Microsoft Office products.
Environmental Factors and Conditions/Physical Requirements: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Work is performed primarily in office settings. The noise level in the work environment is usually quiet in the office. Requires sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis and routine keyboard operations. Vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for color perception, preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities. The employee is regularly required to stand; sit; walk; talk or hear; use hands to finger, handle, feel or operate objects or controls and reach with hands and arms. The employee is occasionally required to climb or balance, stoop, kneel, crouch, or crawl.
