The Fund for Public Health in New York City (FPHNYC) is a 501(c)3 non-profit organization that is dedicated to the advancement of the health and well-being of all New Yorkers. Project Implementation Specialist

PROGRAM OVERVIEW
The Bureau of Alcohol and Drug Use Prevention, Care and Treatment (BADUPCT) works to reduce morbidity and mortality related to alcohol and substance use among New Yorkers through contracting and oversight of prevention, treatment, harm reduction, and recovery and support services; policy analysis and development; epidemiology, surveillance, and evaluation; development and dissemination of treatment and management guidelines; harm reduction initiatives; public and provider outreach and education; and community involvement and interagency collaboration.
The Research and Surveillance unit conducts alcohol- and drug-related surveillance, program evaluation and research, maintains databases, designs research protocols, produces reports, writes scientific articles for peer review journals, and facilitates program and policy development.
With an annual budget of approximately $3 million dollars per year, Overdose Data to Action-Limiting Overdose through Collaborative Actions in Localities (OD2A: LOCAL) aims to strengthen NYC's response to the opioid overdose epidemic and reduce overdose deaths. Informed by critical new surveillance and in collaboration with cross-sector partners across levels of government, DOHMH will implement focused prevention and response strategies to reach populations that bear the heaviest burden of opioid use and associated morbidity and mortality.
BADUPCT seeks one Project Implementation Specialist to provide critical operations support to the OD2A-L program, including its planning, implementation, monitoring, reporting and evaluation.
OD2A-L is funded by a five-year cooperative agreement with the Centers for Disease Control. This position is housed at the New York City Department of Health and Mental Hygiene in Long Island City.
POSITION OVERVIEW/RESPONSIBILITIES
The Project Implementation Specialist will be responsible for the overall management of grant-related operational and administrative activities and coordinate the development, implementation, completion, and evaluation of grant funded activities. The Project Implementation Specialist will also be responsible for managing all grant-related reporting requirements.
RESPONSIBILITIES
Under direction of the Principal Investigator, with wide latitude for the exercise of independent judgment and initiative, the Project Implementation Specialist will perform the following tasks:

  • Responsibilities include but not limited to the following:
  • Oversee the project and operations management of the OD2A grant
  • Liaise with the Fund for Public Health of New York City (FPHNY), the Centers for Disease Control and Prevention (CDC), Human Resources, and all grant stakeholders
  • Develop scopes of works and manage and procure contracts with project service providers and consultants
  • Oversee project monitoring to ensure timely and effective implementation
  • Review and inform data collection and program evaluation proposals
  • Manage hiring process of project staff
  • Supervise Project Manager and additional staff
  • Develop and review work plans and ensure completion of grant-funded activities
  • Coordinate and manage the program's reporting requirements, including process and outcome indicators; track and record program data to assess implementation and evaluation efforts
  • Develop, implement, and manage all budgeting, distribution tracking, and procurement activities; support sites to use resources effectively
  • Track and support sites to ensure accurate data collection and troubleshoot challenges
  • Assist in the development of protocols, program materials, and presentations for program activities
  • Other duties as assigned

QUALIFICATIONS
  • A Master's degree from an accredited college or university in social science, psychology, health, public health, or related field
  • Experience (5+ years) with administrative assistance, operations coordination, grants management, project management, and/or budget management
  • Experience practicing public health and working across systems to further a public health approach to alcohol and other drug use
  • Experience managing a budget and/or contracts
  • Experience in program monitoring and evaluation
  • Ability to multi-task in a fast-paced, high-volume environment. Proficiency in Excel, Access, Word and PowerPoint
  • Exceptional attention to detail and organizational skills
  • Ability to work independently and as part of a team
  • Strong communication skills, including writing

  • Salary range is $93,000 - $105,730
