Project Overview:

Bechtel is partnering with NextDecade to support their vision to provide the world access to lower carbon intensive energy with their Rio Grande LNG (RGLNG) project in Brownsville, Texas.

RGLNG is a natural gas liquefaction and export terminal situated on a 984-acre site on the banks of the Brownsville ship channel. The first phase of the RGLNG project consists of three liquefaction trains, two storage tanks and one marine berth. At full capacity, the five-train facility will have a production capacity of 27 million tonnes per annum (MTPA).

Position Summary:

Leads the project craft professional Workforce Planning, recruitment, training and Development, and communication efforts. Implements targeted sourcing strategies, including advertising and recruitment campaigns, whilst promoting upskilling and training to close skill shortages ahead of time. Interfaces with Project Management, Construction, the customer, and third-party vendors.

 

Responsibilties:

  • Accountable for Workforce Planning, recruitment, training, and craft communication efforts on the project. Responsible for identifying skills shortages and working to implement recruitment and training programs and initiatives to address any shortages.
  • Developing and implementing sourcing and recruitment strategies, including advertising and marketing campaigns. Oversees all staffing and demobilization efforts, including the mobilization of craft to and from other projects.
  • Ensuring consistency and alignment in relation to recruiting and screening practices, processes, and procedures. Proactively manages Workforce Planning on the project in advance of the requisition date.
  • Oversees the craft recruitment team to ensure requisitions are filled on time with quality candidates via external recruiting measures or our candidate referral process.
  • Leads the Workforce Development team, including scheduling, coordination and tracking of all on-site training. Provides leadership to the site Workforce Development team on training to all levels of craft professionals.
  • Establishes Communication plans to ensure craft professionals are kept apprised of any changes that may impact them, including ongoing feedback for continuous improvement opportunities.
  • Ensures adherence to Bechtel and Workforce Services policies and procedures. Remains cognizant of labor laws and related legislation.
  • Interfaces with Bechtel’s Environmental, Safety and Health management regarding development and implementation of safety-related issues on construction project.
  • Reviews project estimates, budgets, project training funds, and forecasts for sufficient recruitment and WFD (Workforce Development) resources
  • Ensures compliance with Standard Work Processes and Procedures (SWPP’s) and regulatory requirements as it pertains to the selection, assignment, and audit of project personnel to positions requiring occupational license and/or certification. Ensures compliance with all employee data privacy regulations.

 

Skills and Qualifications:

Basic Qualifications:

  • 10+ years’ experience in the construction industry, including direct project experience.
  • Undergraduate degree with an emphasis in Human Resources, Workforce Services (IR), Construction Management preferred. 

 

Additional Qualifications:

  • Broad knowledge of labor and employment laws as they apply to construction workers. Knowledge of legal procedures in the handling of lawsuits arising from labor disputes.
  • Prior experience directly related to Workforce Services (IR) and/or Workforce Development/Training or an equivalent combination of education and experience. Experience in supervising Workforce Development and/or Workforce Services (IR) functions on direct hire construction projects and operating facilities.
  • Knowledge of Bechtel Construction Services policies and procedures is preferred.
  • Proven ability to define goals, deliverables, and implement key programs on time and within a budget.
  • Good analytical and strategic planning skills; able to prioritize, balance short and long-term priorities and manage simultaneous projects.
  • Excellent oral and written communication skills.
  • Competent use of Microsoft Office Suite.
  • Proven management skills. Has knowledge to establish project training facilities, including resource allocation and set-up. Ability to address critical skills gaps.
  • Designs custom workshops and/or training courses, including collaborating with third-party vendors. Manages project budget expenditures within the allocated budget.
  • Analyzes workforce industry trends, training records, statistics, program evaluations, and best practice data to continuously improve program offerings.
