Under general supervision, is responsible for performing a variety of skilled and semi-skilled work involved in the operation of water distribution and production. As a member of the Water Distribution Crew, the Water Services/Repair Operator will also inspect water system construction for compliance with codes, plans, and District specifications and standards, coordinate new line pressure testing, and review plans, specifications, and calculations.
SUPERVISION
General supervision is provided by the Customer Service Manager.
REPRESENTATIVE DUTIES
The following is a summary of essential functions and duties required for the position of Water Services/Repair Operator. - Performs all related processes and procedures of water maintenance infrastructure and repair for meter replacement.
- Conducts all aspects of job planning for Capital Improvement Projects and emergency repairs.
- Participates in the more complex and difficult work of field crews responsible for performing a variety of skilled and semi-skilled work involved in operating, maintaining, installing, and repairing the Districts water distribution infrastructure to ensure an uninterrupted supply of quality potable water.
- Ensures projects are completed in a timely manner and proper work methods are followed; and performs a variety of technical tasks relative to assigned areas of responsibility.
- Plans, trains, and reviews the work for the maintenance, operation, and repair of the District's meters.
- Ensures work-in-progress complies with work safety regulations and construction materials, lines, valves, fire hydrants, connections, joints, and tie-ins are acceptable for work.
- Estimates time, materials, and equipment required for jobs assigned and coordinates requisitions of materials as required.
- Participates in the use, care, and operation of assigned equipment including backhoes, front loaders, forklifts, jack hammers, pavement saws, cutting torches, compressors, compactors, pneumatic tools, pumps, and hand and power tools; oversees and participates in the loading and unloading of vehicles and equipment.
- Responds to public inquiries in a courteous manner; provides information within the area of assignment; resolves complaints in an efficient and timely manner.
- Participates in the performance of emergency repairs; responds to emergency calls at irregular hours.
- Prepares a variety of activity reports and logs; maintains work, time, and material records.
- Adheres to applicable methods, procedures, and techniques; ensures on-the-job procedural, safety, and equipment operating instruction.
- Verifies for accuracy, proper work methods, techniques, and compliance with applicable standards and specifications; ensures adherence to safe work practices and procedures.
- Enters and/or monitors atmosphere of confined spaces for service of items contained within.
- Establishes and maintains effective working relationships with fellow employees, officials, and the public.
- Participates in special operational projects.
- Performs other duties as required.
QUALIFICATIONS
The following generally describes the knowledge and qualifications required to perform the essential functions and duties of the position of Water Services/Repair Operator.
- Ability to read maps, drawing, specifications, and blueprints.
- Ability to adapt to field environment, exposure to dust, weather conditions, and exposure to domestic animals and insects.
- Ability to plan.
- Ability to express oneself clearly and concisely, orally and in writing to effectively respond to common inquiries and complaints.
- Read, comprehend, and evaluate technical documents, plans, and design specifications.
Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education and Experience:
- High School Diploma or GED supplemented by vocation/technical training in water utility science, water distribution infrastructure maintenance and repair practices, mechanical maintenance, and repair practices and/or construction inspection.
- Three (3) years of experience in the operation, maintenance, installation, and repair of water distribution and/or water production infrastructure.
License or Certificate:
- CSI (Customer Service Inspection) TCEQ or be able to obtain within 2 years of appointment; or Water Distribution Certificate (TCEQ) or be able to obtain within 2 years of appointment.
- Texas Class “C” Driver’s License and must have an acceptable driving record.
- Traffic control certification recognized by TxDOT is desirable.

Environment: The Water Services/Repair Operator primarily works in an outside environment with frequent exposure to water and wastewater; mechanical, electrical, chemical and confined space hazards; offensive fumes; excessive noise; heavy traffic; deep excavations; moving machinery and equipment; uneven terrain,; extreme weather conditions; animals; reptiles; fumes and materials common to collection, transportation and disposal of solid waste, recycling and hazardous materials; occasional exposure to hostile customers or citizens.
Physical: Primary functions require sufficient physical ability and mobility to work in field environment; to stand, stoop, reach, bend, kneel, squat, climb, and walk on uneven terrain, loose soil, and sloped surfaces; to lift and/or carry up to 50 pounds and push up to 100 pounds. Talk, use hands to finger, handle, feel or operate equipment and reach with hands and arms. Frequently climbing in and out of trucks; standing for an extended period.
Vision: Must be able to see in the normal visual range, with or without corrective devices. Must be able to read.
Hearing: Must be able to hear in the normal audio range, with or without corrective devices.
Travel: Travel is primarily local during the business day.
Personal Protective Equipment Required: Required to comply with requirements as specified in regulations for personal protective equipment, including clearance for use of respiratory protection and other associated equipment. Safety equipment includes hard hat, traffic vest, ear plugs, eye protection, safety gloves, safety shoes, water boots, Tyvek suits, full-face mask, and dust mask.
