Overview
The Wholesale Service Representative coordinates, negotiates, administers, and audits wholesale raw water contracts to ensure compliance with regulatory requirements, as it relates to the contract, with the City and other state and federal agencies. Oversees contract amendments, newly executed contracts, renewals, and terminations.
Essential Functions
1 Conducts and monitors operational activities for wholesale raw water contracts for contractual compliance; conducts audits of Wholesale Customer accounts reviewing monthly billing, application fees, annual
billing, general invoicing, and payments.
2 Gathers and provides information to and from customer cities on service levels, billing procedures, regulatory reports, surveys, and special requests; serves as a point of contact for Wholesale Customers for all contractual requirements to ensure compliance as it relates to providing water, wastewater and raw water services, and acts as a liaison between Dallas Water Utilities and Wholesale Customers.
3 Coordinates and oversees major facility shutdowns for maintenance or emergencies affecting wholesale customers; provides technical and operational assistance during emergency situations to resolve problems in the operation of Wholesale Services in a timely manner.
4 Manages large streams of revenue for administration of contracts; ensures the accuracy and transparency of revenue and consumption; resolves billing issues of raw water contracts.
5 Communicates with other employees, Dallas Water Utilities wholesale customers, and the public to receive or generate information regarding contract provisions, policy, operational requirements, billing, or emergency procedures.
6 Arranges and participates in meetings with wholesale customers, managerial, and technical personnel to coordinate major studies, present proposed services, discuss additional water and wastewater needs, or other service requirements; performs monthly audits of billing, application fees, invoicing, and payments.
7 Assists Division Manager in preparing contracts, council agenda items, letters or agreements, and other legal documents, maintains daily operations of division, and fills in during his absence to ensure smooth progression of daily activities.
8 Performs any and all other work as needed or assigned.
Knowledge and Skills
1 Knowledge of Dallas Water Utilities planning policies and requirements.
2 Knowledge of water and wastewater system operation.
3 Knowledge of billing, rates, auditing, and management.
4 Knowledge of project management.
5 Ability to analyze, prepare, and write reports, letter, memos, and agenda items.
6 Ability to draft contracts and negotiate details
7 Communicating effectively verbally and in writing.
8 Establishing and maintaining effective working relationships.
Minimum Qualifications:
EDUCATION:
- Bachelor's degree in business, education or social science field.
EXPERIENCE:
- Three (3) years of experience in wholesale/utility billing.
AND
- One (1) year of experience in any of following areas:
- Contract management
- Accounts payable/receivable/revenue collections
- Customer Service Response/Request
- Records management
- Research and/or development of ISO policies/procedures
(experience may obtained concurrently)
EQUIVALENCIES:
- High school diploma or GED plus seven (7) years of required experience will meet the education and experience requirements
- Associate degree in any field plus five (5) years of required experience will meet the education and experience requirements
- Bachelor's degree (or higher) in a non-specified field plus five (5) years of required experience will meet the education and experience requirements
- Master's degree (or higher) in a specified field plus one (1) year of the required experience will meet the education and experience requirements
Dallas Water Utilities: SAP and AMS experience preferred.
