Under the direct supervision of the Volunteer Income Tax Assistance (VITA) coordinator, the Program Assistant is responsible for assisting the VITA Program Coordinator with implementing New River Community Action's VITA program at various locations within the New River Valley.
Duties and Responsibilities:
1. Completes IRS-mandated training/certification in Volunteer Standards of Conduct and Intake/Quality review; training provided.
2. Becomes familiar with the structure of NRCA's VITA program operations to answer phone/email inquiries. Explains the program's return preparation process to the taxpayers and outline options available for income tax preparation. Heavy phone contact is required.
3. Assists the Program Coordinator with outreach and volunteer recruitment.
4. Ensures the taxpayer has provided required documents and signatures when receiving client tax forms, (e.g., valid photo identification, social security card/s, W-2, 1099, 1095, prior year's return, etc.) for tax return completion.
5. Reviews each taxpayer Form 13614-C for accuracy and completion.
6. Conduct intake reviews over the phone with the taxpayer to clarify any ambiguous responses and/or to request additional taxpayer information. All intake packets must be reviewed before being assigned to a certified volunteer income tax preparer.
7. Assists in copying client tax records when requested.
8. Assists with the delivery of tax preparation packets to volunteer tax preparers/quality reviewers throughout the service region (Pulaski, Floyd, Montgomery counties, and Radford).
9. Contacts clients when tax returns are complete and provides instructions on how to have taxes e-filed.
10. Assists with e-filing tax returns.
11. Coordinates with clients to retrieve completed/e-filed tax returns.
12. Assists the Program Coordinator in the resolution of site-specific issues at all NRCA VITA sites.
13. Professionally represents NRCA in the community.
14. Personally report to the Department of Social Services all suspected child, aged, or incapacitated adult abuse and neglect as required by law and document accordingly. The Commonwealth of Virginia mandates the reporting of suspected child abuse and neglect within 24 hours to the local DSS. Informs supervisor of all reports to the Department of Social Services.

• Be able to carry needed supplies for tax preparation (5-10 lbs.).
Prior to employment, the applicant must sign authorizations for NRCA to perform DMV and Criminal Record Checks. These will be used to demonstrate that a satisfactory driving record and no pending or found charges or convictions related to abuse, neglect, or exploitation of children or adults are present. This information can also be used to determine if any other felonies or misdemeanor charges that would conflict with the agency's mission and philosophy are present.
Driving is an essential function of the job. Must possess a valid driver's license and safe driving record. Must be able to drive up to 4 hours per day but may be required to drive more than 4 hours in a given day.
If an agency vehicle is unavailable, you must have a vehicle with a valid inspection and insurance meeting minimum state requirements available for transporting individuals and families within the New River Valley and, in pre-approved cases, outside the New River Valley. NRCA reimburses mileage.
Education and Experience Requirements:
High school diploma or GED, plus six months experience in business, accounting, or working with income tax documents.
Classification
Wage, non-exempt position. This position is a part-time position as determined by agency management.
NRCA conducts pre-employment criminal backgrounds and driving record checks. Possession of a valid driver's license and a good driving record is required. Pre-employment drug testing is also required.
