The Bureau of Technology Services (BTS) is hiring for two (2) Information Systems Managers.


Job Appointment: Regular, full time.

Work Schedule: Monday - Friday, 8am-5pm. Alternate schedule may be available.

Work Location: This position has an exception to work primarily remote. However, there will be instances when it is necessary to come onsite for work (with advance notice). Remote work must be performed within Oregon or Washington. For more information, click here.

Position Summary

The City of Portland seeks a leader who champions learning, seamless operations, and innovative technology solutions to propel good government forward. If this resonates, you could be the next Vertical Applications Manager for the Business Solutions Division of the Bureau of Technology Services (BTS).

This recruitment is to hire two (2) Information Systems Managers to lead and manage the Vertical Applications teams in the Portland Bureau of Transportation (PBOT) and the Bureau of Development Services (BDS). These managers will report to the Corporate and Vertical Applications Manager in BTS, and each will manage a team of software developers and system administrators in their assigned customer bureau.


As a Vertical Applications Manager, you will:

  • Provide operational and technology management; embrace challenges and seek innovative solutions while executing IT projects.
  • Lead a team of technology solutions providers, prioritizing their needs and fostering continuous improvement.
  • Recruit and nurture an effective and innovative technology team with a focus on diversity, equity, and inclusion in all aspects of hiring and supervision.
  • Ensure technical requests are responded to and resolved in a timely manner.
  • Cultivate effective working relationships and deliver exemplary customer service to the assigned customer bureau, to support and enhance City technology.
  • Collaborate with the Corporate and Vertical Applications manager and bureau partners to problem-solve and drive technology related initiatives.
  • Oversee vendor relationships, including vetting potential vendors through a comprehensive process, developing statements of work, tracking, monitoring, and reviewing vendor deliverables, and maintaining proactive relationships to ensure ongoing support.

The following minimum qualifications are required for this position:

  1. Ability to manage a core technology team of software developers and system administrators to provide key technology solutions that create and increase value to business partners.
  2. Experience working with key customers and vendors to develop ongoing application support strategies to successfully deliver services, while striving for continuous improvement.
  3. Ability to recruit and manage a diverse workforce, promote an equitable workplace environment, and support team dynamics with a focus on collective learning and adaptability.
  4. Ability to communicate complex concepts in a non-technical, understandable, and transparent way that is appropriate to diverse audiences and fosters growth.
  5. Knowledge and experience with a variety of technologies such as Microsoft SQL Server, programming in modern languages such as C#, web application programming using JavaScript and associated framework or libraries, API concepts such as REST, and cloud infrastructure such as Microsoft Azure.
  6. Ability to apply technology experience to actively contribute and participate in day-to-day technology operations such as troubleshooting or system support and the development of new technology solutions.
Applicant must also possess :
  • Ability to pass a comprehensive background investigation.
A common way to obtain the required qualifications listed above would include a minimum of seven (7) years of technology experience, with at least three (3) years in a supervisory role, demonstrating an ability to grow, adapt, and lead in evolving scenarios.

Step 3: Establishment of Eligible List: Week of January 15, 2024
  • Candidates who meet the minimum qualifications will be placed on the equally ranked eligible list.
Step 4: Selection (Interview): Late January
  • Hiring bureau will review and select candidates to interview.
  • Please note, the selection process may take up to 90 days from the notification of being placed on the eligible list.
Step 5: Offer of Employment: February

Step 6: Start Date: March
  • A start date will be determined after all conditions of employment have been met.
