Description
Entry level trainee position performing unskilled or routine manual labor duties in a wide variety of utility maintenance and construction work. Installs water, reuse, storm water and wastewater lines systems. Performs other related work as required, i.e., excavation, digs trenches, removes concrete pavement removal and sod replacement. Assist in cleaning culverts, swales, storm drains, canals, and many other similar jobs. Work is performed under close supervision and outside in all weather conditions. After instructions and orientation, the employee will be expected to carry out these routine details. This is an essential position during climatic weather-related events or other emergencies. A strong understanding of ethical behavior is required. Must work in accordance with the Utility's safety program and provide excellent customer service to internal/external customers. Needs to have an intellectual curiosity and a desire to find answers. Performs related duties as assigned.
Typical Qualifications
High school diploma or equivalent required, college course work a plus. Depending on the division you are assigned to, certification from the FWPCOA must be obtained within 18 months of employment as follows: the Water Division - a DEP Class III license, Wastewater Division - a FWPCOA Class "C" certification, and Stormwater Division - a FWPCOA Class "C" certification. At least one (1) year experience in manual labor including some experience in operating automotive maintenance equipment. Valid Florida driver's license. Must acquire a CDL Class "B" with tanker and airbrake endorsements within one year of hire. Must be able to operate and maintain City vehicles such as heavy equipment and machinery, e.g., utility vehicles, water main cutter, dump truck, fork lift. Experience performing the above duties preferred. General knowledge of the methods, tools, equipment and necessary safety precautions used in mechanical repair and maintenance work. This is a Lean Six Sigma Utility, a White Belt must be obtained within 12 months of hire. Ability to successfully complete all training programs offered including confined space, hazardous materials handling, etc. Ability to use respirators and self-contained breathing apparatus. Incumbent must pass a pulmonary function test. Must be able to effectively communicate with the ability to speak, write and understand English. Ability to operate a computer and use Microsoft Office. Ability to understand and follow written and oral instructions. Ability to perform heavy manual labor for extended periods in various climatic conditions. Ability to work a flexible work schedule, including call outs. Basic Mathematical skills. Ability to see, read, talk, hear, handle or feel objects and controls. Significant standing, walking, moving, climbing, carrying, bending, kneeling, crawling, reaching, and handling, pushing, and pulling. Sufficient physical strength to perform heavy manual labor work. Position requires heavy moving up to 50 lbs. on a regular basis and occasionally up to 75 lbs. A comparable amount of training and/or experience may be substituted for the minimum qualifications.

Employees are paid biweekly. The pay range consists of a minimum and maximum salary. Initial appointment is usually made at the minimum salary of the pay range, but a higher salary may be considered for an especially well qualified candidate or to meet unusual needs. Annual merit increases of up to 3% up to the maximum of the pay range are based on fully effective job performance, or above, and are not automatic. Eligible Fire department combat employees receive annual merit increases of up to 4%.
Group health insurance is paid for by the City; 100% for full time employees and 50% for eligible dependents.
Paid leave includes: Vacation - accrue nine (9) days annually with additional days awarded for longevity; Sick Leave - accrue twelve (12) days annually; Holidays - thirteen (13) days off; Personal Days - two personal days after six months of service.
Pension plan: General Employees' Retirement System participation is required for all eligible employees. Each employee contributes a tax deferred deduction of 10% of their salary to the plan and the City contributes a like amount. The defined benefit pension plan is based on the average of the last three base salary years times 3% times years of service. If an employee leaves the employ of the City prior to seven (7) year vesting or retirement, their contribution, with interest, is refundable. Fire pension participants contribute 11.6% and are required to participate in the Pompano Beach Police & Firefighters' Retirement System.
Other benefits offered to City employees include: cost of living adjustments (when applicable), tuition reimbursement, tax deferred savings plan, credit union services, direct deposit, sick leave bank, sick leave to vacation conversion, employee assistance program, Deferred Retirement Option Plan (DROP), Voluntary Employee Beneficiary Account (VEBA), and a four day work week for certain positions.
Part time employees are not eligible for benefits and benefits may vary depending on bargaining units.
