Summary

This position is located in the Department of Health and Human Services, Administration for Children and Families, Administration for Children, Youth, and Families, Office of the Commissioner, located in Anywhere in the U.S. (remote job).
Salary: The salary range indicated in this announcement will be adjusted to include locality payment for selected duty location. General Schedule locality pay tables may be found under .

Duties
  • Brings policy knowledge and expertise related to the federal trust responsibility (25 U.S.C. 5304) and government to government relationship between the United States and the federally recognized Tribes.
  • Serves as the agency expert and leader on strategies, tools, and guidance related to Tribal Self-Determination, Tribal Autonomy, and the long-term goal of maximizing tribal control over governmental institutions in tribal communities.
  • Generates authoritative policy recommendations, interventions, and program opportunities to implement strategies that accomplish ACYF goals related to addressing priority issues impacting the Tribes. Develops policy and programming options, and recommends appropriate actions, objectives, and consistency with overall ACYF mission, policies, and law.
  • Contributes to the process culminating in the ACYF requests for the President's Budget to Congress each year. Provides strategic thinking and problem solving to policy development through the budget formulation process.
  • Provides both administrative and technical leadership and guidance to staff of ACYF. Determines ways to improve production and increase the quality of work of the group.

Qualifications All individuals with experience living and/or working in tribal communities are encouraged to apply.
Applicants must demonstrate that they meet the Specialized Experience requirements as noted below.
Specialized Experience:
GS-15: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below:
  • Expert understanding of tribal sovereignty and of the laws and treaties impacting the government-to-government relationship between American Indian and Alaska Native (AI/AN) tribes and the federal government;
  • Managing programs that provide support and technical assistance to state and tribal governments, courts, and/or human services systems that strengthen AI/AN families, protect AI/AN children, and allow for the healthy and positive development of AI/AN youth;
  • Enhancing and coordinating effective working relationships and collaboration between tribes and local, state, or federal governments;
  • Developing policy options, analyzing impacts, and presenting options to high-level leadership for decisions impacting AI/AN families.

If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
