King County Metro Transit's Facilities has an exciting opportunity for aTransit Radio and Communication Systems Specialist.The Transit Radio and Communication Systems Specialist will be responsible for the work throughout the King County Metro Transit service area, providing a variety of services to our existing and new communication infrastructure on a variety of transit systems. While working independently under the general supervision of the Lead or Facilities Maintenance Supervisor, Transit Radio and Communication Systems Specialists install, maintain, diagnose, troubleshoot, and perform repairs on electronic equipment within transit facilities. Equipment includes building security and access control systems, closed circuit television (CCTV), ORCA payment validation equipment, UHF Digital Mobile Radio (DMR), 700MHz P25 Phase II land mobile radio systems, and digital MPLS microwave systems.
This recruitment will immediately fill up to one (1) Special Duty Assignment (SDA) or Term-Limited Temporary (TLT) position and may also be used to create an eligibility for future Career Service, as well as any fully-benefitted Term-Limited Temporary and/or Special Duty Assignments, valid up to 12 months or until exhausted and at the discretion of the hiring authority.
Interviews are anticipated to occur during the week of February 26through March 1, 2024, but are subject to change.
Note on starting wage: Qualified candidates typically start at the mid-point of the established pay range, depending on candidate qualifications.

Job Duties
Applying is a daily responsibility and a foundational expectation for all King County employees. In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work.
As the Transit Radio and Communication Systems Specialist, you will:
  • Install, maintain, troubleshoot, and repair electronic Communication Systems including simulcast radio systems, wireless communication equipment, digital trunking systems, digital microwave systems, radio console electronics, fiber optics, mobile and portable radio subscribers, base stations, satellite receiver systems, antenna combiners, isolator cavities, transmission lines, and microwave MUX equipment.
  • Install, configure, troubleshoot, and repair building security and access control systems including access card readers, gate and doorway controllers, CCTV IP and analog cameras, network video recorders, and other backend server controllers.
  • Provide ongoing maintenance and support of existing radio network, including configuring enterprise grade routers, class 2/class 3 switches, LANs, servers, and other networked devices and services.
  • Calibrate equipment to Federal Communications Commission (FCC) standards and manufacturer's specifications.
  • Interpret schematics, wiring diagrams, and technical manuals.
  • Work on project teams for large-scale installation, commissioning, and removal of equipment and system components.
  • Research and track service bulletins and related material to stay abreast of equipment maintenance requirements.
  • Review and provide recommendations on system and equipment specifications as well as construction plans, blueprints, and design documents.
  • Maintain records of preventive maintenance and calibrations, completed repairs, time worked, and materials used; enter and extract data using asset management and workorder software.
  • Perform other duties as assigned.

Experience, Qualifications, Knowledge, Skills
Minimum Qualifications:
To be eligible to apply, you must:
Possess the following credentials:
  1. A valid Transportation Workers Identification Credential (TWIC) issued by the Transportation Security Administration (TSA), or ability to obtain within six (6) months of hire.
  2. A valid General Radiotelephone Operator License (including Elements 1 & 3) issued by the Federal Communications Commission (FCC), or the ability to obtain within six (6) months of hire.
  3. A valid Driver License at time of hire, with an acceptable driving record.
  • Two (2) or more years of experience installing, maintaining, troubleshooting, programming, and repairing fixed and mobile electronic communications equipment, systems, and/or networks; completion of a relevant education program or similar training totaling two (2) or more years; or some combination thereof that provides the required knowledge, skills, and abilities to perform the work.

NOTE:A current valid General Radiotelephone Operator License may substitute for one (1) year of the required experience, education, or combination thereof.
Experience and/or related education/training must include the following:
  • Programming and/or configuring radio equipment.
  • Installing and configuring building security and CCTV equipment.
  • Networking, including configuration and/or administration of routers, switches, and servers.
  • Wireless data communications.
  • Wide area network (WAN) and local area network (LAN) technologies.
  • Skilled use of the tools, materials, and procedures used in the operations, maintenance, troubleshooting, servicing, and repair of equipment.
  • Applying knowledge related to the principles of electrical and electronic theory.
  • Use or knowledge of electrical wiring, copper and fiberoptic cabling, electronic circuits, and electrical soldering.
  • Effective troubleshooting, analytical, and problem-solving skills.
  • Effective communication skills, both written and verbal, with the ability to convey technical information to a non-technical audience.
  • Use of a personal computer, with ability to use Microsoft Office 365 applications such as Word, Excel, Outlook, and Teams.

Desirable Qualifications:
  • Experience with ORCA payment validation systems, or similar proof-of-payment or proof-of-fare systems.
  • Experience with Motorola ASTRO P25 and APX subscriber equipment.
  • Experience with Andover Continuum or similar building management systems.
  • Familiarity with Motorola CPS programming software.
  • Federal Communication Commission (FCC) Global Maritime Distress and Safety System (GMDSS) Operator and/or GMDSS Maintainer License with radar endorsement.
  • NABER/ETA/Motorola R-56 certification.
  • Generic or vendor-specific certifications in networking, WAN/LAN technologies, routers, switches, and/or system engineering.
  • CompTIA IT Fundamentals (ITF+), CompTIA A+, and/or CompTIA Network+ certifications.
  • Intermediate level of experience using a personal computer, Microsoft operating system, and Microsoft Office 365 applications such as Word, Excel, Outlook, Teams, as well as experience with asset management databases.
  • Ability to effectively communicate with Metro Transit personnel, public agencies and/or officials, service representatives, and end users.
  • Ability to work effectively with others in a work environment that embraces and encourages diversity in its workforce and where differences are valued.
  • Ability to demonstrate behaviors that include fairness, respect, and inclusiveness.

SAFETY SENSITIVE POSITION:
This position is considered safety-sensitive. WORK LOCATION AND SCHEDULE:
The work location will be at Power Distribution Headquarters (2255 Fourth Ave S, Seattle, WA). Alternate work schedules, including 4/10 schedules from 0630-1700, may be considered depending on the assigned tasks. This position is non-exempt from the provisions of the Fair Labor Standards Act and is therefore overtime eligible, with prior supervisory approval.
