Position Description
What you will do at Harris County Flood Control District:
Reporting to the Human Resources Division Director, the Training and Engagement Coordinator will be responsible for developing and implementing innovative strategies to enhance employee engagement and manage various training programs including but not limited to recruiting, onboarding, retention, recognition, learning and development, diversity, wellness, and other activities aimed at creating and promoting a positive workplace environment.
Essential Duties and Responsibilities:
- Conduct District-wide training needs assessment and identify skills or knowledge gaps that need to be addressed.
- Work collaboratively with department managers to identify training needs and develop customized plans for the growth and development of both their teams and individuals.
- Develop annual training plans for management, teams, and individuals through outsourcing and/or in-house.
- Research and recommend new training methods. Select appropriate training methods and market available training to District staff.
- Design, prepare or order educational aids and materials and maintain curriculum database and training records.
- Use known educational principles and stay up to date on new training methods and techniques.
- Assess instructional effectiveness and determine the impact of training on employee skills and KPIs. Gather feedback from trainers and trainees after each session.
- Cultivate and promote a positive work environment that demonstrates professionalism, tact, and diplomacy.
- Coordinate various employee events, meetings, and training opportunities for the District.
- Collaborate with various agencies and partners in the community to expand awareness of the District including delivering engaging presentations at high schools and colleges both in-person and online.
- Conduct surveys to engage District staff and prepare statistical reports. Establish and record work of meetings, events, and activities weekly.
- Perform other duties that may be added or changed as the course and scope of the job directs.

Requirements
- Bachelor’s degree in Human Resources, Business Administration, Education, or a related field from an accredited college or university.
- Five (5) years of directly related work experience in human resource practices, and programs.
- Experience as a training coordinator, facilitator, or a similar role.
- Hands-on experience coordinating multiple training events and familiarity with traditional and modern job training methods and techniques.
- Working experience with different e-learning platforms.
- Experience developing full cycle training (assess needs, plan, develop, coordinate, monitor and evaluate).
- Valid Class "C" Texas Driver’s License
- Strong skills using Microsoft Office applications (Outlook, Word, PowerPoint, Excel, TEAMS, SharePoint, etc.).
- Strong knowledge of Training and employment engagement programs.
- Excellent verbal, analytical, reasoning, and written communication skills – including skills in preparing and presenting effective, accurate information.
- Superior analytical skills in applying guidelines, policies, and precedents and adapting standard methods to fit facts and conditions.
- Demonstrate ability to:
