This position is located within the Department of Public Works (DPW), Human Capital Administration (HCA), Public Works Academy. The purpose of the program is to build internal capacity by providing an opportunity for employees to enhance skills, knowledge, and abilities in the deliverance of outstanding public service District of Columbia residents, visitors, and constituents. The Academy serves all DPW employees, other District government participants as well as District residents by offering a variety of workshops, training sessions, seminars, and classes.
Duties and Responsibilities
The incumbent in this position will be responsible for managing and directing a comprehensive program of Training and Development for employees in the Agency. Directs the logistical support activities associated with managing a Training and Development facility. Serves as consultant to the agency in managing, designing, and implementing policies and procedures related to Training and Development. Develops and organizes training manuals, multimedia visual aids, and other educational materials. Plans, develops, and provide Training and staff development programs using knowledge of the effectiveness of methods such as classroom training, demonstrations, on the job training, meetings, conferences, and workshops.
Works with training providers to develop standardized DPW training curricula and provides or arranges for training for District-specific seminars in DPW. Conducts DPW training needs assessment studies, and reports findings to the Human Capital Administrator, and details plans to address findings, where appropriate. Consults and collaborates with other agencies and entities to ensure trainings and Development efforts allow each department to meet critical agency objectives. Evaluates instructor performance and the effectiveness of training programs, providing recommendations for improvement.
Will identify the Department’s workforce development needs and assists in the development of programs that mitigate impediments to optimal Training and Development. Plans, directs, and carries out policies relating to all phases of Training and Development activities. Designs and implements the new employee orientation program to foster a positive attitude toward the mission of the agency. Manages the design, development, and promotion of employee development programs. Confers with management to analyze training needs to develop new training programs or modify and improve existing programs. Selects and designs training materials or methods, such as individual coaching, group instructions, lectures, conferences, meetings, and workshops. Provides career counseling and career development opportunities to employees. Provides counseling services to individual employees for their professional growth and Development and career enhancement. Facilitates the development and maintenance of an educational/training database.
Serves as the department’s Training Coordinator for the DCHR Center of Learning and Development (CLD) to assist management with coordination of employee development, including Management Supervisory Services (MSS). Serves as the primary Summer Youth Program Liaison with the Department of Employment Services; manages the overall day-to-day operations of the program
Qualifications and Education
Applicants must possess one (1) year of specialized experience that has equipped the applicant with the particular knowledge, skills, and abilities (KSA’s) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience includes; Extensive skills and experience in the design, development, implementation, and coordination of organizational development and training programs for procurement personnel. Mastery of advanced and authoritative knowledge of human resource development and training principles, concepts, techniques, and guidelines. Extensive knowledge of management principles, procedures and techniques in analysis and evaluation. Demonstrated skills and experience in providing leadership in a managerial capacity. Ability to coordinate the development, analysis and interpretation of customer service and training information.

Duration of Appointment: This position is At Will. At will employment applies to the Management Supervisory Service (MSS). All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Tour of Duty: Monday – Friday, 8:15 a.m. – 4:45 p.m.

Salary Range: $110,000 – $153,999 Per Annual, based on funding
Collective Bargaining Unit: This position is not in the Collective Bargaining Unit

Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, and background investigations, as applicable.
