Job Description
Position Summary:
Cognitive is seeking a Senior Technical Solutions Program Manager (PgM) proficient in the oversight and management of technical software development projects in support of our government programs and customers. This technical role is responsible for the comprehensive planning, management, and implementation of these development endeavors and will play an important role in customer relationship management. The successful candidate will partner with our Cognitive Portfolio Manager, Program Managers and Software Engineering Manager to define the technical objectives, timelines, resource requirements/model, financial profile, and overall project plan, which will include technical solutions, schedules, staffing models and pricing.
The Technical PM will:
- Partner with customer product managers and Cognitive engineering to ensure business requirements are identified and supported by corresponding technical requirements and infrastructure.
- Develop external and internal reports and charts to deliver and present project plans, metrics and measures that define projects and keep teams focused on requirements and delivery.
- Work with the Portfolio and Program Managers to maintain current client relationships and identify areas for client growth, especially focusing on technical solutions.
Duties:
- Partner with customer Product Line Management, Product Owners/PMs, and other stakeholders to help ensure strategy and execution alignment
- Provide input on staffing and resourcing to address critical bottlenecks
- Develop project plans, including technical, resource and financial data
- Provide clear and concise status reports (e.g. biweekly, monthly) and meeting minutes to senior internal leadership and customer stakeholders
- Development of project budgets, including direct labor and subcontractor labor
- Help manage risks and dependencies
- Lead economic decision-making in the planning process
- Lead by facilitating feature and capability estimation and schedules
- Assist tracking the execution of features and capabilities
- Build new relationships and proactively establish a variety of contacts across the client’s and Cognitive’s internal organization
- Work with multi-disciplinary teams
- Balance multiple, concurrent/parallel activities
- Ensure that all customer contract (statement of work) requirements are met, on-time and within budget
- Responsible for partnering with prime contractors and subcontractors by setting goals, reviewing tasks, providing direction, scheduling meetings and management of task completion
Requirements
- Software development project delivery experience, leading complex, multi-disciplined teams
- Government contract delivery experience in an Agile delivery environment
- Skillsets must include mastery/certification in the following key areas:
- Agile, Kanban, Scrum - Certified Scrum Master (CSM)
- Scaled Agile Framework - Certified SAFe® Government Practitioner (SGP)
- Project and Program Management - Project Management Professional (PMP)
- Bachelor’s degree in business, computer science, or other engineering or technical discipline
- 5-7 Years of Project Manager, software development and business project experience
- 3+ years’ experience managing government contracts
- Familiar with functional, imperative and object-oriented languages; knowledge of Java, or JavaScript would be especially useful
- Either strong Object Oriented Programming or Functional Programming and modeling skills
- Experience with budget definition and management
- Strong writing skills: ability to produce technical or business documentation and reporting
- Strong interpersonal and presentation skills for interacting with external and internal partners
- Strong communication skills to listen to the customer and articulate back technical solutions
- Ability to interface with high level corporate and government managers
