HPD is entrusted with fulfilling these objectives through the goals and strategies of “Housing Our Neighbors: A Blueprint for Housing and Homelessness,” Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.
Your Team:
The Division of Human Resources, led by the Assistant Commissioner of HR for the Department of Housing Preservation and Development, works closely with all offices to achieve the agency’s mission. The Division of Human Resources includes the following operational units:

  • Investigations and Conflict Resolution

Your Impact:
Under the leadership of the Director of Talent Acquisition you will be a part of the team that manages the life cycle of vacancies within the agency. Our goal is to recruit and retain a talented driven workforce to further the mission of creating and preserving affordable housing.
Your Role:
Under the general direction of the Director of Talent Acquisition, the Talent Specialist will serve as part of a team and will be responsible for providing statistical data analysis and reporting for the Human Resources Division. The Talent Specialist will also support staff members on a variety of Human Resources programs and provide counsel and advice to staff as appropriate.
Your Responsibilities:
  • Utilizing NYCAPS for new hire entries, civil service actions; completing employee status changes regarding promotions, resignations, retirements, terminations and payroll adjustments
  • Preparing standardized monthly, quarterly and ad-hoc CHRMS reports; (provisional status, separations, pending PARs, etc.)
  • Updating I-9s, work visas, permits, licenses and registrations
  • Creating and maintaining a master file to store HR-related reports.
  • Providing back-up in varied HR functions, and HR-related special projects.
  • Function as a subject matter expert on NYCAPS employee functions and updates.
  • Answers inquiries/Resolves problems/Responds to request via telephone, email, and in person.
  • Identifies issues or questions that need to be escalated. Escalate issues to appropriate contact, route calls as appropriate.
  • Assists in the continuous development and improvement of processes, continually looking for opportunities to streamline and improve internal procedures.
  • Pre-process new hires and present pertinent HR information during onboarding
  • Communicate with internal units/divisions and oversight agencies (including the Office of Management and Budget and the Department of Citywide Administrative Services) regarding requests
  • Work with employee and manage the agencies compliance with the Department of Investigation
  • Manage release letters from employees coming to and leaving the agency
  • Performs related duties as required.

Preferred skills
  • Knowledge of citywide database (i.e NYCAPS, CHRMS, PRISE, and PMS required)
  • Stellar customer service skills
  • Thorough knowledge of recruitment and selection techniques
  • Strong work ethic, attention to detail, and ability to complete tasks in a timely fashion with limited supervision
  • Outstanding organization and communication skills, especially written communication
  • Excellent MS Word, MS Excel, MS PowerPoint, MS Visio, and MS Outlook skills
  • Ability to work well in a fast-paced environment
  • Ability to perform a variety of administrative duties, including but not limited to reviewing, analyzing and reconciling data from multiple sources

Minimum Qualifications


1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
