Systems Support Specialist Trainee: $1,570.68 - $1,720.21
Systems Support Specialist I: $1,800.63 - $1,973.72
Systems Support Specialist II: $1,973.72 - $2,164.56
Systems Support Specialist III: $2,164.56 - $2,374.98
The Del Norte County Department of Information Technology is seeking a qualified candidate to fill one (1) vacancy for the position of System Support Specialist Trainee/I/II/III. This position is classified as Full-Time.
Under the direction of the Information Technology Director, this position assists with the development of County computer information systems and networks, provides a variety of user support, assists with the integration of database systems with other information systems, helps facilitate and assist with the development of computer networks within the County and other entities, and provides support and training for other personnel on the use of computer networks and information systems.
SYSTEMS SUPPORT SPECIALIST TRAINEE is the entry and first working level in the Systems Support Specialist class series. Incumbents perform basic computer information system and network development and maintenance work, with guidance and supervision. Incumbents also provide a variety of user support. This class is distinguished from Systems Support Specialist I in that Systems Support Specialist I is the second level and first fully experienced level with incumbents performing a broader range of assignments under less supervision. Incumbents in this class may be routinely promoted to Systems Support Specialist I if incumbents demonstrate continued advancement and development of skills and knowledge in working with County information systems, networks, and users. Positions are generally allocated in this series based on the complexity of the computer information systems and networks which they develop and regularly maintain, as well as the level of incumbent skills and knowledge.
SYSTEMS SUPPORT SPECIALIST I is the first experienced working level in the Systems Support Specialist class series. Incumbents perform computer information system and network development and maintenance work under the general supervision of department management. Incumbents also provide a variety of user support. This class is distinguished from Systems Support Specialist Trainee in that Systems Support Specialist I performs a broader scope of work on a more independent basis. This class is distinguished from Systems Support Specialist II in that Systems Support Specialist II is the advanced experienced level with incumbents given more complex assignments working at the highest level of independence, and are expected to be more skillful in resolving network and system problems. Positions are generally allocated in this series based on the complexity of the computer information systems and networks which they develop and regularly maintain, as well as the level of incumbent skills and knowledge.
SYSTEMS SUPPORT SPECIALIST II is the intermediate journey level in the Systems Support Specialist class series. Incumbents perform the more difficult, complex computer information system and network development and maintenance work under the general direction of department management. Incumbents also provide a variety of user support. Incumbents may also conduct training and provide lead direction for others. This class is distinguished from Systems Support Specialist I in that Systems Support Specialist I is the journey level with incumbents performing less complex work assignments and exercising less responsibility for system development and implementation. The duties and assignments of the two levels are similar with Systems Support Specialist II performing more complex and challenging work. This class is distinguished from the Systems Support Specialist III in that Systems Support Specialist II is the intermediate journey level with incumbents performing less complex work assignments and not regularly exercising lead worker responsibilities. Systems Support Specialist III incumbents are responsible for the design and implementation of larger scale projects including installation of key systems, as well as specialized systems analysis. Positions are normally allocated in this series based on the complexity of the computerized information systems and networks which they develop and regularly maintain, as well as the level of incumbent skills and knowledge.

Incumbents perform the most difficult, complex computer information system and network development and maintenance work under the general direction of department management. Incumbents also provide a variety of user support. Incumbents also conduct training and provide lead direction for others. This class is distinguished from Systems Support Specialist II in that Systems Support Specialist II is the intermediate journey level with incumbents performing less complex work assignments and not regularly exercising lead worker responsibilities. Information Systems Specialist III incumbents are responsible for the design and implementation of larger scale projects including installation of key systems, as well as specialized systems analysis. Positions are normally allocated in this series based on the complexity of the computerized information systems and networks which they develop and regularly maintain, as well as the level of incumbent skills and knowledge. Employees in this classification receive indirect supervision within a framework of standard policies and procedures.
Detailed Work Activities
Essential job duties may include any of the following tasks, knowledge, skills and other characteristics. The list that follows is not intended as a comprehensive list; it is intended to provide a representative summary of the major duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific tasks.
  • Performs work in the development and maintenance of computer information systems, communication systems and networks.
  • Installs and configures software for stand-alone personal computers and/or networks.
  • May diagnose equipment malfunctions, repair and maintain computing, communications and networking equipment.
  • Works closely with vendors to resolve problems.
  • Provides technical assistance on computer information systems, uses and applications to County and department management and staff.
  • Trains others in the use of computer equipment and applications; receives and responds to user requests for assistance, problem-solving, and other services.
  • Assists with facilitating the development of computer networks.
  • Works with the Information Technology Director, Assistant Information Technology Director, and/or other management staff in the development and utilization of computer services.
  • Represents the Information Technology Department with other County departments, vendors, and government agencies.
Additional duties when assigned as Information Security Officer:
  • Develops, secures approval, establishes, implements and maintains a countywide information security program;
  • Develops, coordinates, and maintains policies and provides guidance in Local Area Network (LAN), Wide Area Network (WAN), mainframe and desktop information security issues;
  • Researches and recommends centralized written manuals and procedures regarding security controls; Acts as the countywide central point of contact for information technology related security incidents or violations;
  • Assists information technology staff and others (e.g., law enforcement, auditors, etc.) to investigate information technology related security incidents or violations, maintaining records and writing reports;
  • Conducts security risk assessments and business impact analysis of county departments to determine that a comprehensive countywide business resumption plan has been developed;
  • Acts as a consultant to all county information technology organizations in the review of security policies, computer operations, logical access controls, system development, and data communications security;
  • Develops, promotes, and presents security awareness training and education to all levels of the county organization structure on an ongoing basis.
  • Develops and directs risk assessment activities regarding security.

Minimum Qualifications
Any combination of training and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
  • Graduation from high school or equivalent GED; AND
  • Possession of, or ability to obtain, a valid California Driver's License; AND

Systems Support Specialist Trainee:Shows an aptitude for working in the Information Technology field.
Systems Support Specialist I:
Completion of sixty (60) semester or ninety (90) quarter units from an accredited college or university with major course work in a technical field such as Computer Science, Management Information Systems or a closely related field.
OR
Two (2) years of work experience in the installation, repair and maintenance of computer based systems and equipment.
Systems Support Specialist II:
Completion of sixty (60) semester or ninety (90) quarter units from an accredited college or university with major course work in a technical field such as Computer Science, Management Information Systems, or a closely related field and two (2) years work experience in the installation, repair and maintenance of computer based systems and equipment which included some experience in network environment utilizing information services principles and techniques.
OR
Three (3) years of work experience in the installation, repair and maintenance of computer based systems and equipment which included some experience in network environment utilizing information services principles and techniques comparable to that of a Systems Support Specialist II with the County of Del Norte. Training and experience must have been within the last six (6) years.
Systems Support Specialist III
Completion of sixty (60) semester or ninety (90) quarter units from an accredited college or university with major course work in a technical field such as Computer Science, Management Information Systems, or a closely related field AND three (3) years work experience in the installation, repair and maintenance of computer based systems and equipment which included some experience in network environment utilizing information services principles and techniques;
OR
Five (5) years of work experience in the installation, repair and maintenance of computer based systems and equipment, including some experience in network environment utilizing information services principles and techniques comparable to that of a Systems Support Specialist II with the County of Del Norte. Training and experience must have been within the last six (6) years.
Special Requirements: Must possess and maintain a valid Driver's license.
All County of Del Norte employees are designated Disaster Service Workers through State law (California Government Code Section 3100-3109). Employment with the County of Del Norte requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Work related training as assigned, and to return to work as ordered in the event of an emergency.
Knowledge, Skills and Abilities
Requires:
Knowledge of:
  • The fundamentals and practical application of common network and PC operating systems.
  • Basic knowledge of computing theory, principles, and practices and the application thereof to computer information system development and maintenance.
  • The fundamentals of networking protocol theory and the TCP/IP protocol.
  • The fundamentals of information security.
  • Common word processing, spreadsheet, database and other business-related applications.
  • Development and use of computer networks and communications systems.
  • Maintenance, operation, and repair of computers and associated peripheral equipment.

Ability to:
  • Provide technical support for end users in the use of desktop hardware and software as well as the use of network applications.
  • Assemble, configure, and maintain desktop personal computer and communications hardware.
  • Install, configure, and maintain networking equipment including, but not limited to, routers, switches, hubs, print servers and file servers.
  • Install, maintain and support end-user applications.
  • Design, implement and maintain network cabling systems including the pulling, termination, and certification of copper and fiber optic cabling, installation of patch panels, racks and other termination equipment.
  • Read, understand, interpret and apply information from various technical manuals and trade publications.
