Job description

This position is eligible for a hybrid (both remote and onsite) telework arrangement. Candidate's permanent residence must be in Minnesota or Wisconsin.

Information Services is the central IT department supporting all divisions of the Metropolitan Council. Our 140 team members provide technology, practices and innovative solutions that enable the core services of the Council.
How your work would contribute to our organization and the Twin Cities region:

This posting will be used to fill two (2) vacancies - a Systems Engineer 1 and a Systems Engineer 3. The position level depends on qualifications.
The Systems Engineer 1will work as part of a team, build, install and configure operating systems On-premises (On-Prem) and in our Azure environment. Provide ongoing support for those systems including patching. Participate in our rotation for on-call support of systems.
The Systems Engineer 3 is a senior level position responsible for all aspects of the Council's enterprise computing systems including planning, testing, implementation, and support. The ideal candidate will have system administration experience in Microsoft Azure, On-premises (On-Prem) infrastructure, and automation. The position will work as part of a team, designing, building, integrating, and supporting systems that meet the METC technology needs. This position will solve problems at a high level and use their extensive knowledge to help set the future direction of the network systems at the Metropolitan Council.
Note: These positions are based at our Robert Street office in St. Paul and require some travel to various Council work sites in the Twin Cities metro area. Some Council work sites are not accessible by public transportation, so driving a Council vehicle may be necessary. Candidates must have a valid driver's license with an acceptable driving record.
Recruitment Type: This posting will establish a six (6) month eligibility pool for current and future openings.
Systems Engineer 1
Anticipated Starting Salary Range: $37.43 - $45.01 Hourly / $77,854 - $93,621 Annually
Full Salary Range: $34.70 - $52.36 Hourly / $72,176 - $108,909 Annually
Systems Engineer 3
Anticipated Starting Salary Range: $48.08 - $55.29 Hourly / $100,006 - $1115,003 Annually
Full Salary Range:$40.56 - $61.20 Hourly / $84,365 - $127,296 Annually

  • Administer Windows Operating systems, including patching, upgrades, application, and database installations.
  • Administer multiple hardware and software functions that include configuration, installation, monitoring, tuning, systems configuration, and release planning and change management.
  • Participate in problem identification, resolution, proactive problem management, and root cause analysis of system failures.
  • Coordinate appropriate service outage and recovery communications through the IS Service Desk.
  • Provide systems performance reporting on a regular basis along with ensuring all software is at current version levels and maintaining a log of changes for tracking.
  • Sets-up, maintains and implements user logins and privileges assuring proper security procedures are in place to protect the integrity of the system.
  • Provide documented and tested procedures and policies that assure the integrity of systems and databases startup, shutdown, backup and recovery.
  • Perform in a rotation for on on-call support of systems.
  • Be a member of team to ensure continued business operations.
  • Perform disaster recovery tasks and/or activities.
  • Administer multiple hardware and software functions that include design, configuration, installation, monitoring, tuning, systems configuration, and release planning and change management.
  • Responsible for leading problem identification, resolution, proactive problem management, and root cause analysis of system failures
  • Coordinate appropriate service outage and recovery communications through the IS Service Desk.
  • Perform related duties as assigned.
Systems Engineer 1
High school diploma or GED AND seven (7) years of experience in the installation, maintenance, and troubleshooting of computer hardware, software, printers, MS/OS, LINUX and Microsoft 2008/2008R2/2012 Server Operating Systems.
Note: Highest completed degree in the following majors: Computer Science, Management Information Systems or a closely related field will count towards the minimum seven (7) years of required work experience.
  • Associates degree counts as two years of experience
  • Bachelor's degree or higher counts as four years of experience
Systems Engineer 3
High school diploma or GED AND nine (9) years of experience in the design, installation, operation, and troubleshooting of windows server operating systems including Azure.
Note: Highest completed degree in the following majors: Computer Science, Management Information Systems or a closely related field will count towards the minimum nine (9) years of required work experience.
  • Associates degree counts as two years of experience
  • Bachelor's degree or higher counts as four years of experience
What additional skills and experience would be helpful in this job (desired qualifications):
  • AZ-104 certification.
  • Certifications in Microsoft and/or Cisco technologies.
  • Experience leading/managing system architecture related projects.
  • Experience with the following technologies and software:
    • Cloud Server Administration preferably Azure
    • Microsoft servers
    • Active Directory
    • VMware/Hyper-V
    • Microsoft Visio including the use of automation.
  • Experience with database systems such as Microsoft SQL and Oracle.
  • Experience with virtualization technology.
  • Experience with Windows OS.
  • Experience with backup systems.
  • Knowledge and experience with best security practices.
  • Experience working and collaborating in a diverse, multi-cultural, and inclusive environment.
What knowledge, skills and abilities you should have within the first six months on the job:
  • Knowledge of Microsoft server operating systems.
  • Knowledge of system management tools.
  • Knowledge of detached storage solutions.
  • Knowledge of Cisco networking technologies; routers, switches, wireless controllers, access points, Prime, etc.
  • Knowledge and understanding of overall information security best practices.
  • Skills with managing and configuring virtualized hosts for HyperV and/or VMWare.
  • Skills with managing and configuring firewalls; Cisco, Checkpoint, etc.
  • Skills in problem solving.
  • Skills in communicating verbally and through writing.
  • Ability to provide great quality customer service.
  • Ability to prioritize and balance multiple tasks.
  • Ability to communicate effectively with peers, business units and vendors.
  • Ability to work independently and with minimal supervision.
  • Ability to implement corrective actions.

What your work environment would be:
You would perform your work in a standard office setting. Work may require travel between primary worksite and various locations on short notice to resolve computer system problems.
