Job description

Summary
The Division of Data (DoD) is led by the Chief Data Officer and serves as the leading authority on the Commission's data strategies. The Division focuses on data architecture, data standards, information classification and management, data ingestion, data integration, data operations and support, data systems, and data analysis tools. This position is responsible for modernizing the CFTC's data infrastructure by implementing the agency's first cloud-based enterprise data analytics platform.

Duties
  1. Manages Teams Conducting Project Tasks. Managing multiple systems and development of projects of varying sizes and complexity concurrently, including activities associated with project management: project planning, process assessments, quality reviews, implementation strategies, regular user communication, regular staff communications, risk management, and benefits analysis. Directs requirements analyses for new systems and evaluates alternative solutions to systems needs.

  1. Develops and Directs the Implementation of Data Related Strategies. Leads or personally develops the strategies the organization will use to implement advanced data technologies including Artificial Intelligence and Machine Learning, Big Data, and Cloud hosted environments. These strategies would include identifying the tactics needed to receive, process, and make available for use data to support advanced analytical techniques.

  1. Supervises Contract Activities. Directs staff or serves as the technical representative(s) for contracts managing the financial aspects of the contracts, managing contract scope, managing contract personnel issues, and ensuring the quality and timely delivery of schedule deliverables.

  1. Supervises Staff. Supervising CFTC federal employees or contract staff on projects, including providing staffing assignments, ensuring the quality of staff output, ensuring timely outputs.

  1. Provides technical expertise to the Deputy Director, Division Director, other leaders within the Division of Data, and other senior Commission officials regarding data reporting matters related to the oversight of regulated entities.

  1. Assists the Deputy Director as a liaison for the Division in communications and strategy discussions with other Commission divisions regarding corresponding data collection.

Qualifications
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate demonstrating each of the four competencies listed below.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

CT-15 Level: To qualify for the CT-15 level you must have at least one year of specialized experience equivalent to the next lower grade (GS/CT-14 level). Specialized experience is defined that through which one has gained experience
  • Managing/overseeing a team dedicated to the delivery of technical data architectures;

  • Developing strategies to advance the ability of an organization to use large sets of data in advanced technologies;

  • Using Project Management Life Cycle knowledge to identify ways to reduce costs and raise productivity and efficiency over the life of a program area;

  • Developing measures in order to assess existing information management processes, policies, and systems, and implementation of these measures;

  • Leading the development and maintenance of information management and data architecture programs;

  • Developing guidance and standards for data and information architecture best practices; and

  • Serving as a subject matter expert to senior officials on data modeling, collection, standards, and architecture issues.

Education is not required, nor may it be substituted for specialized experience.

This position is not in the Bargaining Unit.
One year supervisory probationary period may be required.
Relocation: Relocation expenses will not be paid.
Probationary Period: You may be required to serve a one-year probationary period, if applicable.
