USAJOBS is Hiring an IT Specialist (Policy and Planning/Systems Administration) Near Washington, DC

Duties
You will:
  • Represent OEJECR in meetings with top level Agency officials and task forces or committees regarding the IT policy for the Agency.
  • Serve as IT program manager responsible for project management, design, development, and use of automated management information systems.
  • Develop, recommend, and implement changes to information management systems and networks.
  • Identify, develop, and maintain OEJECR's public internet and internal intranet sites.
You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.
One or more positions may be filled (in the organization advertised and/or in other organizations), if appropriate to the position.

This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. Qualifications

To qualify for this position, you must have either:
-IT-related experience demonstrating each of these four competencies:
1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail;
2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services;
3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately;
4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations;
OR
-a bachelor's or higher degree from an accredited or pre-accredited college or university in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks. In addition to the basic requirements above, you must meet the following requirements:
To qualify for the GS-14 level, you need to have at least one year of full-time experience equivalent to the GS-13 level defined as recommending and/or implementing changes to IT systems and networks; developing and executing IT strategies for a program or organization; and making recommendations to management for program efficiency.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
  • Knowledge of IT system protocols, policies, procedures and methods.
  • Skill in oral communication.
  • Skill in budget formulation.
  • Skill in project management.
  • Skill in policy planning and development.
  • Skill in researching specifications and proposing recommendations to acquire new IT systems and software.
  • Ability to evaluate and make decisions/recommendations to improve program efficiency or performance.
  • Skill in website design and maintenance.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
