The City Manager's Office implements the policies and goals of the City Council and provides leadership, coordination, and development of City departments. The City Manager's Office helps resolve issues by promoting communication among the City Council, residents, and staff.
The Performance Management and Continuous Improvement Analyst position is a 3-year term limited position in the City Manager's Office. It will lead the City's Performance Management and Continuous Improvement programs with support from the CMO Program Manager. As the Performance Management and Continuous Improvement Analyst, you will lead, direct, plan and organize multiple strategic initiatives within the Performance Management and Continuous Improvement program. You will provide consultation to department staff and the Leadership Team (department heads) on a variety of issues and be a key partner in department, division, and cross-departmental efforts. In addition, you will conduct both in-person and virtual trainings and presentations to a variety of audiences, including elected officials, on a range of topics on a regular basis.
The ideal candidate has a passion for Continuous Improvement, researching and training on best practices, and data driven decision making; can establish trust and rapport quickly with individuals and groups; and is comfortable presenting to different types of audiences.
DEFINITION
To lead, direct, plan, and organize the City's Performance Management and Continuous Improvement programs; to provide training, consultation, and analysis to City Departments on improving outcomes by using data to inform decisions; to facilitate process improvement engagements with City Departments to help achieve greater service delivery output, work efficiencies, and/or cost effectiveness; to provide complex analytical work of a highly responsible nature requiring policy development, program, contract, or budgetary analysis; to perform a variety of special projects involving complex or sensitive issues; to interact with and provide staff support to elected officials and executive-level staff; to lead and/or participate on interdepartmental and intergovernmental task groups and problem solving efforts; to develop, negotiate and manage major service contracts and programs.
SUPERVISION RECEIVED AND EXERCISED
Receives direction from the CMO Program Manager or their designee.ESSENTIAL AND MARGINAL FUNCTION STATEMENTSEssential and other important responsibilities and duties may include, but are not limited to, the following:
Essential Functions:
  1. Lead and facilitate the City's performance measurement program, working closely with the leadership team, managers, and supervisors to identify key indicators of the City's progress on the achievement of its strategic plan; facilitate the development, implementation, monitoring, and reporting of the City's key performance indicator dashboard, which includes supporting department and division leadership identifying trends and root causes of performance gaps.
  2. Develop and lead the City's Continuous Improvement process and framework, working closely with each department to enhance operational effectiveness, providing training on the Continuous Improvement process and facilitating ongoing progress; facilitate Continuous Improvement process walks and other activities aimed at documenting how work is occurring in preparation for process improvements and other organization innovations.
  3. Facilitate project team meetings or staff meetings as needed; participate in the development of policy guidelines, decisions, program work plans, goals and objectives; lead and facilitate cross-departmental teams related to Performance Management, Continuous Improvement, and other project-based work.
  4. Research, mentor, and coach City employees and other stakeholders on process improvement best practices and innovations.
  5. Perform ongoing quality assurance checks and provide expert independent analysis toward the development and implementation of communication and training plans for operational improvement.
  6. Work with Citywide leadership to create a culture of Continuous Improvement and data-based decision-making.
  7. Manage development and implementation of data governance policies, procedures, and projects related to the capture, management, analysis, and reporting of City-wide data and statistics; collaborate across the organization to ensure data security, consistency, accuracy, completeness, and relevance to City goals and objectives.
  8. Provide complex, analytical assistance to the City Manager, Assistant City Manager and others in the resolution of issues and the development of policy; review, research and evaluate programs and issues; determine methods and procedures to be followed; develop and recommend programs and appropriate revisions based on analyses.
  9. Gather, assemble and analyze data; compile information for statistical, financial and budget reports; manage special projects; prepare documents including staff reports, memorandums, letters, motions, contracts, ordinances and grants; prepare regular progress reports for City staff, Council, and the public on achieving outcomes identified in organizational plans using data and stories.
  10. Represent the City on inter-jurisdictional and regional work groups and task forces, including those related to strategic performance measurement and Continuous Improvement; serve as professional resource to various organizations and committees; attend and participate in professional group meetings; attend and participate in City Council meetings and other public meetings, including open houses, public information meetings and public hearings.
  11. Serve as a liaison between the City Manager's Office and community, business, civic, and neighborhood organizations within the city.
  12. Review, research, respond to, and resolve a variety of issues and requests from the City Council, other City staff, and the general public; work with City staff at all levels to problem solve, develop policy recommendations, address issues, and implement emerging programs and projects.
  13. Manage complaints to the City Manager and City Council, including investigating, compiling, and providing information regarding City policies, practices, and procedures; coordinate an appropriate response or resolution.
  14. Write, edit, and proof a wide variety of communications and information materials, including content for the City's website, newsletters, brochures, press releases, and handouts.
  15. Work closely with the City Council and other elected officials on assigned projects, including staff support to Council subcommittees; support Council including constituent letter writing and speech writing; make presentations to the City Council.
  16. Oversee vendors, vendor contracts, and other agreements; ensure compliance with City policies and procedures, and that performance expectations are met.
  17. Participate and contribute to the development and administration of portions of the annual City budget; forecast funds needed for staffing, equipment, materials, and supplies; direct and approve expenditures of assigned programs and contracts.

  • Principles and practices of local government budget preparation and administration.
  • Microsoft Office software.

  • Work closely and effectively with elected officials and City staff.

Experience and Training Guidelines
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
Four years of professional related experience in organizational Performance Management, continuous process improvement techniques and project management.
Training:
Equivalent to a bachelor's degree from an accredited college or university with major course work in business administration, public administration, economics or a related field. Masters degree in public administration or business administration is desirable.

Environmental Conditions:

Office environment with occasional travel from site to site.


Employees Working Remotely:
The City has implemented a remote work policy that allows staff to work up to three remote days a week, however during the 6-month probationary period it is expected that all work will be performed at City Hall. Full time remote work is not an option. Once hired, employees must reside in the State of Washington.Employment Type: Full-Time Regular
