Job description

Overview:
The Office of Performance Management is comprised of a team of experienced professionals responsible for PNNL’s performance management framework with expertise and thought leadership in contractor assurance, requirements and records management, quality, independent oversight, and audit services. The team prides themselves as innovative problem solvers that partner with scientists, engineers, and support professionals to enable the planning, execution, assessment, and improvement of work at PNNL. This office provides the people, processes, and tools to independently assure ourselves, the Department of Energy, and Battelle Memorial Institute that PNNL is performing as intended, appropriately managing risk, amplifying impact, and continuously improving.

Responsibilities:
  • Utilize a variety of administrative, analytical, and technical methods and data visualization tools to assist managers in assuring performance is monitored, analyzed, and reported in support of PNNL's mission.
  • Provide Subject Matter Expertise in lab-level performance management functions including defining and developing meaningful performance metrics and analyzing solutions for PNNL managers.
  • Use data to optimize performance, identify improvement opportunities, and manage risks in support of PNNL’s performance goals.
  • Help define, develop, document, trend, and report meaningful performance metrics.
  • This includes understanding the relationship of all Lab-level metrics to help manage risk and drive performance.
  • Assist with the development, maintenance, and deployment of tools and capabilities that enable analysis and reporting of performance including performance scorecards, dashboards, reports, presentations, charts, etc.
  • Extract and mine vast amounts of data from multiple sources to provide actionable insights for solving business problems or finding opportunities for performance improvement.
  • Develop strong customer relationships and successfully engage customers while advocating for business intelligence innovation across the Laboratory.
  • Build predictive models and solve a wide variety of predictive analytics problems - all with the goal of providing actionable insights into performance, business processes, operations, etc.
  • Evaluate the business impact of key strategic decisions and improvement projects through data-driven before/after analyses.
  • Lead the development of analytical capabilities utilizing NLP and AI tools to advance the level of data analytics.
  • Use modern visualization tools such as Microsoft Power BI and Tableau to enhance business understanding through simple and concise data storytelling.
  • Create executive-level presentations and present complex analytical findings in a clear and concise manner to inform leadership’s decision-making process.
  • Develop creative or unique solutions to complex problems by gathering and analyzing large amounts of information expeditiously; develop compelling, insightful recommendations.
  • Build consensus among cross-functional teams and influence decision making within multiple level audiences.
  • Synthesize, identify salient points and themes, and draw conclusions from a mix of quantitative and qualitative information.
  • Solve problems using sound judgment to generate and evaluate alternatives, and to make recommendations.
  • Summarize complex issues/scenarios into easy- to-understand concepts with excellent written and oral communication skills.
  • Manage multiple projects in a fast-paced, deadline-driven environment.
Qualifications:
Minimum Qualifications:
  • BS/BA and 2+ years of relevant experience -OR-
  • MS/MA or higher
Preferred Qualifications:
  • Experience with Python and SQL or similar programming languages utilized in AI tools.
  • Demonstrated critical and systems thinking, questioning approach, with ability to identify connections, gaps and improvements.
  • Excellent communication skills, facilitation skills, and experience with change management.
  • Experience in statistical analysis.
  • The ability to develop knowledge of, respect for, and skills to engage with those of other cultures or backgrounds.
  • Demonstrated success in elements of laboratory contractor assurance, performance management and/or quality assurance, e.g., issue management, risk management, causal analysis, management assessment, measures and metrics, performance data analysis, performance reporting.
  • Experience building and maintaining collaborative relationships with DOE or other government oversight entities.
  • An understanding of DOE policies, standards, management systems and procedures.
  • Outstanding references from previous positions.
