Summary: The position of State & Local Government Affairs Specialist is responsible for assisting the Corporate Affairs Director with outreach and strategic engagement with state and local officials, policymakers, and other key stakeholders to advance company agenda with regard to the operation the 66 Express Outside the Beltway managed lanes project. This position will support the Corporate Affairs department at I-66 Express Mobility Partners (EMP) in Virginia.

Essential Duties and Responsibilities:

· Assist Corporate Affairs Director in engaging and developing relationships with state and local elected officials, their staffs, and other key stakeholders to effectively build mutual understanding, establish trust, mitigate potential obstacles, convey our priorities and strategies, and sustain business efforts; support company leadership to engage with government officials appropriately and effectively.

· Assist with identification and prioritization of legislative, regulatory, and political risk at the state and local level relative to our business interests.

· Supports leadership in engaging with government officials appropriately and effectively as well as with updates on material legislative and regulatory developments; assists in developing company collateral, fact sheets and presentations.

· Assist with development and implementation of strategic advocacy strategies in conjunction with the marketing and communications staff, to support and advance company strategic goals.

· Supports the department’s communications, public relations, and community engagement efforts, in coordination with marketing and communications staff.

· Prepares a variety of monthly reports and summaries to inform company initiatives relative to commercial interests and strategic public affairs planning operations

· Assist with research and presentations relative to public affairs commercial interests and engagements.

· Assist and implement select strategic engagements with government officials, legislators, key 3rd party officials to manage key issues.

· Participate in the development of key partnerships with external agencies, associations and business advocacy coalitions, community organizations and other external stakeholders; act as a liaison with organizational membership e, ensuring company participation at the direction of Corporate Affairs Director.

· Perform other duties as assigned.

Education & Experience:

· Bachelor’s degree in political science or related field

· 3-5+ years of demonstrated experience in state or local legislative/gove affairs and/or related activities

· Experience in government relations or related fields such as public policy or administration, political science, legislative analysis, or advocacy.

· Knowledge of transportation policy (preferred)

· Effectively manage tasks and strict deadlines with independence

· Ability to interact with colleagues in a self-managed team structure.

· Ability to interact with external parties and stakeholders with confidence and clarity as a representative of the organization.

· Knowledge of state, and Local Government structure and policy, and legislative process.

· Skill in research and proficiency in data compilation, analysis, and reporting.

· Ability to establish and maintain effective working relationships with legislators, state and local agencies and personnel, and key stakeholders.

· Ability to deal tactfully and respectfully at all levels.

· Ability to work under pressure to meet time constraints and deadlines.

· Ability to communicate in a manner that is clear, informative, and accessible - both verbally and in writing - to multiple audiences and stakeholders, using correct grammar, punctuation, and content structure.

Computer Skills:

· Must be able to demonstrate computer proficiency, especially with Microsoft Excel, Word and PowerPoint, and other PC based programs

· Regular travel around greater-northern Virginia region and occasional travel, including occasional overnight travel, to Richmond, VA for legislative meetings will be required.

About I-66 Express Mobility Partners:

In 2016, the Commonwealth of Virginia selected I-66EMP, a consortium of leading infrastructure companies including Cintra, Meridiam, and APG, to finance, design, build, operate and maintain the express lanes on I-66 Outside the Beltway in Northern Virginia. Fully opened in late 2022, the project has transformed this critical Northern Virginia artery, relieving congestion, improving safety, and providing more predictable travel times. The project corridor extends approximately 22.5 miles along Interstate 66 from the Capital Beltway (I-495) to Gainesville (US Route 29), adding two express lanes with a state-of-the-art open-road electronic toll collection system, alongside three reconstructed toll-free general-purpose lanes in each direction. Expanded transit service, park-and-ride lots and interchange enhancements provided by I-66EMP further improve travel along the corridor. The project provided over 18 miles of shared use path, including the 11-mile 66 Parallel Trail in Fairfax County, to create additional multimodal options. As an innovative and efficient public-private partnership, this project represents an over $4 billion private investment in the Commonwealth of Virginia. As part of its concession agreement with the Commonwealth, I-66 EMP is contracted to operate and maintain the 66 Express Lanes Outside the Beltway through 2066.
