Career Opportunity

The City of Las Vegas invites applications for Sr Financial Analystfor the Finance Department. This position leads, oversees and participates in the more complex and difficult work of staff responsible for financial analysis programs and activities; and performs a variety of technical tasks related to assigned areas of responsibility.

Distinguishing Characteristics

This is the advanced journey level class in the Financial Analyst series. Employees at this level are required to be fully trained in all procedures related to assigned area of responsibility.

Supervision Received and Exercised

Receives direction from higher level management staff.

Acts as a lead worker, exercising functional or technical supervision, including scheduling and assigning tasks, providing guidance, ensuring work is completed according to proper procedure, monitoring work progress, and reviewing results.

May act as a formal supervisor for designated support staff; interviews and selects job applicants, trains, assigns and oversees work, and establishes and evaluates appropriate performance standards in accordance with department objectives.


SELECTION PROCESS:The selection process will include a review of all applications with only the most qualified participating in an interview. Final candidate selection will include a hiring interview (if applicable). Any individual offered employment will be required to pass a pre-employment drug test and complete background check. Some positions may require preliminary background checks.

Essential Functions:

  1. Leads, plans and assigns the work of assigned staff responsible for functions such as financial analysis, budget analysis, investments, organizational performance management or grants administration; ensures employees adhere to established work methods, techniques and schedules, and comply with applicable city and department policies, procedures, standards and specifications; reviews needs with appropriate management staff; allocates resources accordingly.
  2. Plans, directs and participates in the analysis and preparation of financial statements, budget documents and a variety of financial and grant reports.
  3. Participates in the compilation and preparation of the city's annual budget; prepares cash flow and expenditure projections; provides personnel costs from salary projections; participates in integrating the city's annual budget with the performance management process.
  4. Prepares annual financial reports for city departments or revenue sources; monitors interlocal agreements with other governmental agencies; prepares statistical financial reports; prepares necessary work papers for annual budget.
  5. Coordinates the collection and refinement of the city budget, special funds and grants; supports activities related to the integration of dashboard reporting tools to ensure consistency across the organization; produce various budget related forecasts and reports.
  6. Serves as a financial resource to the City Council, City Manager and city departments; acts as liaison between the division of assignment and grantors; participates with other section staff in communicating with Information Technologies regarding performance management applications used by all city departments; provides information regarding a variety of accounts, revenues and expenditures.
  7. Recommends secure and liquid investments for the city's various funds and accounts; examines, reconciles and documents bank trust statements against city books; analyzes cash flow and disbursement to recommend the buying or selling of an investment.
  8. Assists department in the proper execution of charging practices.
  9. Provides technical assistance and training to city staff in matters related to financial accounting, budget administration and performance management.
  10. Monitors various accounts verifying availability of funds and classification of expenditures; researches and analyzes transactions to resolve problems.
  11. Recommends and implements changes in accounting, budgeting, auditing and performance management systems and procedures.
  12. Researches, investigates, develops and proposes strategies designed to improve program effectiveness and efficiency.
  13. Analyzes and audits performance reports to ensure the data extraction methods and tools accurately capture performance data.
  14. Develops and administers budgets for special programs or projects; responds to inquiries relative to area of assignment; monitors funding requirements for special projects.
  15. Performs fundamental and technical analysis on various debt securities to monitor safety, liquidity and to enhance yield.
  16. Supports the storage, retrieval and disposition of various financial records.
  17. Assists management with bond issues by studying risk factors, developing debt service schedules and analyzing IRS arbitrage requirements.
  18. Responds to inquiries in a courteous manner; provides information within the area of assignment; resolves complaints in an efficient and timely manner.
  19. Stays abreast of trends and innovations in the field of finance and budget.

Marginal Functions:

Experience:

Three years of increasingly responsible experience involving analytical work in finance, budgets, grants, investments, organizational performance management, or business process re-engineering. Payroll experience is desirable. Supervisory or lead experience is also desirable.

Training:

Bachelor's degree from an accredited college or university with major in accounting, finance or a field related to the essential functions. May substitute a combination of equivalent education and related experience. The city assesses 1.5 years of fulltime experience as equivalent to one year of education.
