Job description

Job Summary The Special Property Supervisor leads and develops a team of full-time and contract professionals. The team is responsible for the development, oversight, and maintenance of owned and leased medical, lab, and office campuses, ensuring the integrity of the property management operations. This role provides organizational and operational leadership, manages the unit budget, workload, training, and evaluates performance, implementing corrective actions as needed. Key responsibilities include managing an annual rental budget of approximately $40 million and a real estate portfolio of approximately 1.3 million gross square feet.
Furthermore, this role plays a significant part in site management and internal coordination of all assigned space assets. It involves extensive oversight and planning duties, such as analyzing building space and equipment needs, allocations, costs, and priorities. The Special Property Supervisor will also oversee a team of property representatives responsible for delivering capital maintenance, deferred maintenance, and preventative maintenance projects, including the replacement of major building systems and medical equipment.

Minimum Qualifications

  • Bachelor's degree and/or equivalent experience or training in architecture, engineering, urban design, city planning, landscape architecture, construction management or related fields.
  • Expert experience in property or facilities management space planning/programming, facilities planning and/or asset management, budgeting with a comprehensive understanding of University of California capital approvals, space, real estate, and UC Health facilities programs.
  • Expert knowledge of facilities or property management processes, preventative maintenance, and building systems. Skills to appropriately apply practices and procedures to meet UCDH building program requirements and objectives. Enough technical knowledge to recommend solutions for building maintenance and repairs.
  • Extensive experience developing a long and short-term facilities management and property management program with goals for resource planning, development of programmatic needs and secondary effects, and flexibility to change for effective administrative operation.
  • Experience supervising personnel including recruitment, training, work assignment, setting expectations, evaluating performance, and initiating reward or corrective action.
  • Construction administration experience to monitor contractor operations for conformance to contract documents and applicable codes, review and negotiate contractor claims, to oversee the work of inspectors and testing agencies and to actively assist project team in the resolution of technical and procedural challenges.
  • Demonstrated experience with design and construction contracts, contract law and construction claims procedures.
  • Demonstrated knowledge of commercial landlord/tenant laws and responsibilities.
  • Ability to interpret and apply terms of University lease contracts.
  • Demonstrated knowledge of lab, clinical and research functions and general policies and procedures. Understand and be conversant with concepts of desirable spatial relationships for medical and support functions.
  • Proven leadership skills that include work with complex organizations and large projects.
  • Expert knowledge of project management, construction management, and a high level technical expertise of building systems typically acquired through acquisition of a degree from an accredited curriculum or professional licensure in architecture / engineering or through extensive experience in planning and management of construction and renovation of buildings, facilities and physical plant systems and equipment.

Preferred Qualifications
  • Advanced degree in Business Administration, Healthcare Administration, Planning, Government, Public Policy, Facilities Management or Construction Management or a closely related field.
  • Experience providing property management support for lab or research facilities.
  • Advanced knowledge and understanding of University and Campus Policies, including its infrastructure, rules, regulations, procedures, practices and resources to direct project and facility processes and procedures.

Department Description
The primary role of the Facilities Planning and Development (FP&D) Division is to implement the UC Davis Health's Capital Improvement Program, aligning with the Long Range Development Plan (LRDP). This encompasses the management of capital improvement planning, design, and construction projects that cater to in-patient, outpatient healthcare, and educational needs. The primary responsibility of this role is to ensure the successful implementation and achievement of departmental objectives.
The Real Estate Development and Property Management Department is responsible for analyzing building space and equipment needs, managing space allocation, supervising real estate acquisitions, leases, and disposals, providing expert advice on building space requirements, monitoring space utilization, conducting facility surveys and building capacity analyses, overseeing the facilities database, managing tenant improvements and third-party projects, and providing property management and building supervision. It also develops and supervises offsite building operations and maintenance following established policies and procedures.
