HIRING RATE: $84,905/annual

THE POSITION:
An integral part of our Asset Management department at LA Family Housing, the Property Supervisor manages and directs the day- to- day on- site work of LAFH's property management company. In doing so, the Supervisor ensures sound management and operations of LAFH's rental- housing portfolio. The Property Supervisor is responsible for reviewing all aspects of LAFH owned property operations to ensure habitability, safety and compliance. This position requires aligned collaboration with other departments in the agency: Real Estate Development, Facilities & Maintenance, and Finance.
WHAT YOU'LL DO:
  • Serves as the primary contact person for the monitoring agencies. Reviews annual reports with LAFH's property management company to different monitoring agencies and funders (e.g. NEF, CTCAC, LAHD, HCD, MHP, AHP, etc.) for properties in the portfolio
  • Prepares and submits annual Welfare Exemption reports to the County of LA's Assessor's Office
  • Participates in financial budget management reviews and annual budget creation for properties and communicates anything of concern that requires additional review
  • Prepares and provides quarterly reports (that reflect occupancy, rent collections, evictions, and deaths) to the Director of Asset Management in order for Director to present to LAFH Board of Directors
  • Identifies any concerns related to the property's administrative, accounting and maintenance areas to ensure compliance with established policies and procedures and reports any concerns to Director of Asset Management in order to return to compliance
  • Directs, advises and provides feedback to the property management staff on critical issues. Provides decision making responsibilities in the absence of the Director of Asset Management
  • Conducts quarterly on-site visits of properties in established portfolio to ensure building conditions are maintained in a safe and habitable manner
  • Provides recommendations to property management company regarding tenant screening process
  • Represents LAFH in any legal proceeding relative to tenants as necessary
  • Reviews proposed evictions with property management company's representatives and provide interface with social service agencies as needed

WHAT YOU'RE SKILLED AT:
  • Ability to work independently with little to no supervision and also as part of a team
  • Knowledge of affordable housing regulations, including but not limited to HUD, Low Income Housing Tax Credits and Tax-Exempt Bonds
  • Working knowledge of applicable local and federal housing laws
  • Knowledge of property maintenance, property marketing and financial aspects of property management
  • Knowledge of various lender compliance requirements.
  • Excellent communication and interpersonal skills
  • Solid analytical and organizational skills
  • Basic mathematical skills

WHAT YOU'VE ACCOMPLISHED:
  • High school diploma or GED preferred
  • Minimum of three (3) years' experience in residential housing programs and tenant relations, managing multiple apartment properties
  • Minimum of three (3) years of experience in property management with strong knowledge of affordable housing and tax credit properties, MHSA and Homeless.

OTHER:
  • Maintains and executes confidential information according to HIPAA standards
  • Obtain and maintains CPR/First Aid Certification
  • Ability to pass post-offer Tuberculosis (TB) clearances
  • Travel is a regular duty for this position and is required 20% of the time
  • Use of a personal vehicle to travel between worksites and other locations is required
  • Must have and maintain a valid California Driver's License and auto insurance in good standing
  • Ability to work a 9/80 work schedule
  • Ability to work evenings, weekends and flex Fridays as requested
  • Comfortable working in a pet-friendly environment
