Position: Skills Development Coordinator - Community Works Project

POSITION:Skills Development Coordinator

WAGE: $55,750.39 to $61,114.53

STATUS: Full Time with Benefits

LOCATION: Hybrid - This position serves DHS locations (East Branch at Glisan street and the new branch at Gresham)

FLSA Status: Exempt

PROGRAM(S): Community Works Project (CWP)

REPORTS TO: Program Manager (IRCO)/Careers & Economic Development Director (Our Just Future)

REQUIREMENTS: Ability to communicate professionally with people from many different backgrounds. Possess a valid driver's license and verification of current auto-insurance, and have full use of automobile during work hours.

About the Community Works Project (CWP):

The Community Works Project (CWP) is a 3-agency collaborative project providing job preparation, placement services, and Jobs Stability and Wellbeing Services to Temporary Assistance for Needy Families (TANF) Members in Multnomah County. This position supervises a team of five dedicated professionals focused on skill development within the program.

About the Role:

As the Skills Development Coordinator, you will play a vital role in equipping CWP Members with the skills and knowledge needed for career success and increased well-being. You will provide direct supervision and leadership to the Adult Basic Education Specialist, Training Specialist, ESL Instructor, and two Life Skills Navigators. This includes coaching, mentoring, and ensuring your team delivers exceptional support to program Members. You will also collaborate with external partners, manage program activities, and report directly to the program manager. In addition, this position will provide support to all Our Just Future staff working in the CWP contract.

Responsibilities:

  • Team Leadership:
    • Provide direct supervision, coaching, and performance management to the Skills Development team.
    • Provide support and guidance for OJF staff.
    • Foster a collaborative and supportive team environment.
    • Conduct regular meetings, provide professional development opportunities, and address team challenges.
  • Program Management:
    • Lead the development and implementation of Skills Development activities aligned with program goals and Member needs.
    • Partner with ODHS, Jobs contractors, employers, community organizations, and other CWP programs to ensure service integration.
    • Ensure accurate and timely data collection and reporting.
    • Stay informed of relevant trends and best practices in skill development and support services.
  • Members Support:
    • Collaborate with the Skills Development team to provide holistic support to CWP members, addressing barriers to employment and overall well-being.
    • Monitor individual progress and adjust programming accordingly.
    • Advocate for members and connect them to necessary resources.
    • Foster a member-centered and culturally responsive environment.

Qualifications:

  • Bachelor's degree in a relevant field such as education, workforce development, social work, or related field.
  • Minimum of 5 years of experience supervising staff and managing programs in a social service or related setting.
  • Proven experience in adult education, career coaching, life Skills Development, or related areas.
  • Strong knowledge of TANF regulations and workforce development programs.
  • Excellent communication, interpersonal, and collaboration skills.
  • Strong oral and written presentation skills
  • Ability to work independently and as part of a team.
  • Ability to develop work plans for staff, and monitor progress towards program outcomes and outcomes.
  • Proficient in Microsoft Office Suite, including Excel, Word, PowerPoint, and Outlook.
  • Experience with database management systems a plus.
  • Commitment to equity and inclusion.

KNOWLEDGE:

Education: Bachelor's Degree (4)

Experience: 5-6 years of experience is required (5)

Licensure, Certification:

Additional Language Required: Bilingual candidates encouraged.

Computers: All positions at IRCO require use of a computer and experience working with Microsoft Products including but not limited to Microsoft 365, Excel, Word, Outlook and PowerPoint. In addition, this position specifically requires: Intermediate proficiency with Excel, Word, PowerPoint and Outlook. Must also be able to learn and use moderately complex databases. In addition, this position specifically requires a reliable internet connection with the ability to handle databases; and reliable cell phone coverage.

Positions at this level require minimal physical effort such as light lifting, carrying or movement, etc. Physical capability involves use of office or equipment where some agility and hand eye coordination is needed (2)
