This position will support the employees of the Department of Housing Services, creating policies and practices that help us continue to recruit and retain high caliber staff to serve our community. This position will work directly with the managers and the executive team to lead recruitment practices, as well as the full span of employee tenure in the department - including onboarding, orientation, review and exit processes. The position will be responsible for internal staff policies and guidelines. This position will also be responsible for coordinating employee health and happiness practices, training and workshops, and development and enrichment opportunities. This includes coordinating our Diversity, Equity and Inclusion workshops and internal workgroup.

- Leads strategic efforts with managers and executive team to recruit and retain high performing staff members throughout the department.
- Develops, analyzes and supports managers in the processes related to the full span of an employee's tenure with the department, including recruitment, onboarding, orientation, review and exit processes.
- Develops, reviews, modifies and maintains current and new internal staff policies and guidelines.
- Acts as a liaison for Housing Department staff with Human Resources and as a resource for questions related to benefits, pay and other HR practices.
- Leads efforts and collaborates with managers to engage staff in employee health and happiness practices, trainings and workshops, and development and enrichment opportunities.
- Administers the Diversity, Inclusion and Belonging (DIBs) Council, supporting committee work and acting as liaison with managers and executives.
- Administers contracts for DEI trainers, leadership coaches and other training facilitators; schedules, coordinates and tracks participation in trainings and workshops as required. This position is not responsible for directly training staff in topics outside of Staff Development.
- Coordinates with managers and executive team to plan bi-monthly all staff events and meetings, to include informational, celebration and team-building agendas.
- Collaborates with department managers in the implementation of new policies and procedures, including the development of written policy or communication materials, staff training, technology needs and general project management.
- Supervises staff as needed, leading with a person-centered and coaching mindset, focused on building relationships while also meeting team and department goals.
- Attends professional meetings and trainings to advance knowledge of housing policy and Staff Development work. Represent the department in relevant workgroups or convenings as necessary.
- Performs related duties as assigned.
Education and Experience:
- Bachelor's degree in a health, social service, business, or related field; AND three (3) years of work experience in program administration, development, evaluation, and/or contract administration. OR
- Seven (7) years of work experience in program administration, development, evaluation, and/or contract administration.
- Must pass a criminal background investigation post-offer.
2. Week of February 11, 2024: A Subject Matter Expert (SME) Panel will perform an evaluation of experience and training taken from your employment application materials including responses to the supplemental questionnaire.
3. Our goal is to schedule oral panel interviews with candidates that successfully passed the SME evaluation step as soon as possible.
