Service Person I - Drinking Water

This entry level position is responsible for semi-skilled work involving the operation, construction, and maintenance of the water distribution system. Work is performed under the general supervision of the Field Services Supervisor or other Division Management, as required.

Equipment/Job Location

Work is performed anywhere within the service area of or in any facility operated by Capital Region Water. Use of specialized industry equipment such as tapping machines, pipe-locating and sounding equipment; mechanical equipment, such as jackhammers, earth tampers, pumps, generators, and compressors; power tools, such as power saws and drills; may also involve the use of ladders (up to 15 ft), manhole hooks and vehicular equipment related to job assignment. Work may require exposure to dust, dirt, fumes, odors, vibration, poor ventilation and working in confined spaces. Also, employee may be required to work in inclement weather and may be required to work in confined spaces. Normal work hours are on weekdays from 7:00 A.M. - 3:30 P.M., 7:30 A.M. - 4:00 P.M. and from 6:00 A.M. - 2:30 P.M. during the summer. Employee may be required to work for extended periods of time, sometimes beyond the normal 8-hour shift. Must be able to respond to call-outs at night and on weekends, holidays and emergencies as required.

Essential Functions

Work involves but is not limited to the following: excavates and completes restoration of streets and sidewalks as required. Operates jackhammer, earth tamper, power saws, pumps, generators, compressors, tapping machines, and pipe-locating and leak-detection equipment. Performs laying, servicing, and repairing water mains and service lines, and the maintenance, repair, and installation of valves, fire hydrants, and water meters, and MXUs. Loads and unloads trucks with materials (weighing up to 200 lbs. with assistance if possible). Sets up and may use rescue retrieval system (weighing up to 200 lbs. with assistance from two (2) co-workers). Performs customer service duties, such as opening and closing curb valves, setting and removing meters, special meter readings and leak inspection. Performs flow testing of fire hydrants. Remains alert and reacts appropriately to audio and/or visual alarms on vehicular equipment, gas detectors and rescue retrieval system. Enters and exits ditches to perform service and repair work. Maintains regular, punctual and predictable attendance. Reports to work and remains at work in a safe and productive condition which includes not being under the influence or impaired by the use of alcohol and/or drugs. Establishes and maintains an effective working relationship with supervisors, co-workers and the general public. Completes all assignments in an efficient, consistent and timely manner.

Non-Essential Functions

Performs all reasonably related duties in equal or lower classifications as assigned by supervisory personnel. Performs work as directed by supervisors in accordance with Article XXX, Job Classifications, Section 1. provision of the Basic Labor Agreement.

Required Knowledge and Abilities

• Knowledge of the current practices in distribution system construction, operation, maintenance, and repair.

• Ability to understand and follow instructions verbally and in writing.

• Ability to operate specialized industry equipment.

• Ability to perform record keeping and prepare maintenance reports manually and with computer software such as Microsoft Access and Excel.

• Ability to react quickly and appropriately to alarms and hazardous situations.

Qualifications

• High school diploma or equivalent.

• One year's practical experience in installing, maintaining, and repairing water mains and appurtenances.

• Experience in backhoe operation preferred.

• Or, any equivalent combination of training and experience which provides the required knowledge, skills, and ability.

• Valid Pennsylvania Driver’s License, Class C.
