The Senior Vice President of Behavorial Health & Substance Use Services (SVP-BHSU) provides strategic direction to CHS enterprise growth and operations for one or more business lines, encompassing up to approximately $50M in revenue. In close collaboration with other business line leaders, the (SVP-BHSU) oversees activities and support functions related to business development and integration, partnership building and leadership succession that drive organizational impact, operational excellence and positive client outcomes. Overall, the (SVP-BHSU) contributes to the CHS high performance culture by exhibiting our values and providing quality results that position CHS as the leader in turning odds into opportunities for Florida’s children and families.

Primary Job Functions


1. Provide strategic direction to CHS enterprise growth and operations for one or more strategic business lines, encompassing up to approximately $50M in revenue, while overseeing activities and support functions related that drive organizational impact, operational excellence and positive client outcomes.


Strategic Planning & Management


+ Collaborate in enterprise strategy creation and implementation, identifying issues and responding to business needs.


+ Set up strategic plan and monitoring systems; build alliances and partnerships to execute business strategies.


+ Assist in business plan development and ROI analyses when resources may be required for new startups or M&A activities.


+ Assist in strategic alignment and organizational growth, integrating regional business development with centralized operations.


Operations Management


+ Lead of team of clinical program directors in developing and overseeing clinical programs that provide advanced Behavioral Health and Substance Use assessment and intervention strategies to client individuals and families.


+ Supervise clinical management; ensure service delivery is coordinated so client needs, program goals and contract objectives are met.


+ Provide clinical consultation to program clinicians and clinical management.


+ Lead the development of program/service performance outcomes and measures; report demonstrated impact to executive leadership.


+ Create and execute plans for business line financial and operational performance.


+ Provide leadership to program operations and service delivery, including centralized functional support in communications, finance, information technology, philanthropy, quality, training and talent.


+ Develop and implement a robust recognition and engagement strategy for increased team member satisfaction and retention.


+ Ensure that program/service outcomes achieve minimum compliance scores for Quality and other performance measures, adhere to CHS best practice models and comply with CHS policies, practices and procedures.


+ Identify, recommend and implement new processes, technologies and systems to improve organizational processes and use of resources.


+ Develop and execute business line succession plans, along with an annual personal development plan for professional growth.


Revenue Development


+ Initiate opportunities for strategic alliances; establish and cultivate strategic partnerships that support CHS business objectives.


+ Develop and execute plans for smart growth; assisting direct reports in securing federal, state and local funding for identified priorities.


+ Support philanthropy and development efforts through participation in annual fundraising and other events.


Community Impact


+ Oversee the effective management of contractor and funder relationships.


+ Work collaboratively with Advocacy teams at the state and federal level to help advance the CHS platform and strategies.


+ Liaise with the fellow executives, local and state Boards of Directors and other stakeholders on matters of relevance.


+ Represent CHS on internal and external committees, task forces, speaking engagements or conference panels as needed.


+ Support direct reports in management of state and local Board tasks and requests, as needed.


2. Recruit, develop and lead a team capable of supporting CHS performance and growth strategies (complying with COA Standard T3, when appropriate), while fostering an engaging, positive work environment.


+ Recruit, supervise and support team members and foster their professional development, including knowledge transfer through training.


+ Establish annual team goals and objectives; track and report results.


+ Coach, support and evaluate team member performance, taking corrective action if needed.


+ Deliver timely communication through regular management and team meetings.


+ Comply and confirm compliance with CHS code of conduct, policies, practices and other legal obligations.


+ Implement policies and practices designed to prevent, recognize and respond to work-related stress.


+ Participate in succession planning to build the bench strength necessary for future talent needs.


+ Develop a strong knowledge base and stay current on business-related issues and trends.


+ Participate actively in departmental meetings, training and education, as well as the quality process.


+ Pick up projects on the fly; perform other duties as assigned from time to time.


+ Demonstrate the CHS Common Bond values in the performance of all job duties.


Job Qualifications


Education, Licenses & Certifications:


+ Master’s Degree in Mental Health, Clinical Social Work, Clinical Counseling, Marriage & Family Therapy or related clinical degree, required. License or license-eligible in Mental Health, Social Work, Marriage & Family Therapy or Psychology (LMHC, LCSW, LMFT), required.


+ Substance Use Disorder certification, preferred.


+ Extensive experience with children and families experiencing emotional disturbance and impacted by SDoH, required.


Experience:


+ Minimum of seven years of leadership experience in nonprofit management, required.


+ Experience in supervising management-level direct reports, required.


+ Proven track record of financial and operational driven results, required.


Competencies:


+ Clinical Services and Practice: Possesses strong knowledge of mental health and Substance Use disorder evidence-based treatment modalities, service delivery and case management; develops effective programs, leading clinical teams to achieve best client outcomes.


+ Health Care Policy & Financing. Possesses strong knowledge of healthcare financing and policy with experience developing and leading government and privately funded insurance, contracts and grant-funded programs; sources and delivers on revenue and other funding.
