Position Summary
This position is responsible for directing county resources engaged in the construction, repair, and maintenance of County facilities, grounds, and infrastructures. This position is also responsible for assisting in administering and supervising work related to the maintenance, security, safety, and construction of all County buildings and grounds. The emphasis of this position is on project development and management. This position works closely with the County Engineer and Deputy Director Asset Management to budget, design, and construct a variety of projects countywide.
SUPERVISION
This position acts as a coordinator to all facility positions assigned to assist with any project under the Senior Project Manager's direction. Responsibilities include participating in planning, scoping, and implementation of Capital Improvement Projects (CIP) and smaller operating budget work. Responsibilities also include collaborating with various county program supervisors and private sector contractors to plan, assign, and direct work; appraising performance; addressing complaints, and resolving problems.

Essential Duties and Responsibilities
This job description reflects management's assignment of essential functions; it does not prescribe or restrict the tasks that may be assigned.
Organize, plan, schedule, and assign work to county staff and outside contractors engaged in project specific plumbing, electrical, heating, ventilation, and air conditioning construction and maintenance within county owned facilities including the physical plant.
Organize, plan, schedule, and assign work to county staff and outside contractors engaged in landscaping, site improvements, and other various projects in and around county owned facilities and grounds.
Work closely with the County Engineer on CIP and other operating budget projects.
Make recommendations and prepare work status reports concerning jobs and projects in progress or completed.
Administer the Facilities Divisions' capital budgets under the direct supervision of the Director of Public Works and in coordination with the County Engineer and the Deputy Director Asset Management.
Administer the various capital budgets, as assigned by the Director of Public Works or County Administrator, for countywide capital, operating, and maintenance projects.
Provide input and assist in the Public Works budget.
Provide technical input for Capital Improvement Project budgets and operating budgets.
Assist the Director of Public Works, County Engineer, and Deputy Director Asset Management with technical assistance on capital improvement projects.
Assist in the development and implementation of department policies and procedures.
Serve as liaison between foremen and work crews on assigned projects.
Oversee and assist in Public Works operations as directed by the Deputy Director Asset Management.
Ability to interpret technical drawings, use field survey instruments, and do layout work.
Ability to request and obtain Digger's Hotline locates.
Ability to initiate purchase requisitions.
Coordinate with Deputy County Highway Commissioner for organizing, planning, scheduling, and assigning work to crews engaged in the repair of parking lots and right of ways within county properties.
As assigned, supervise necessary repairs to County owned buildings and grounds by both county crews and contracted labor.
Inspect assigned jobs in progress and confer with supervisors and foremen concerning problems encountered.
Determine methods, materials, and parts necessary for each job.
Attend department meetings and represent Public Works at new construction, safety, and other meetings as assigned by the Deputy Director Asset Management.
Maintain library of all county building site plans and specifications.
Act as the Assistant Program Manager for the Public Works Department Safety Program.
Demonstrate a commitment to county safety and risk management efforts.

Education and/or Experience
Bachelor's degree from an accredited university or college in civil engineering or related field, and ten years of relevant prior experience; or an equivalent combination of education and experience that provides the following knowledge, skills and abilities.
Knowledge, Skills and Abilities
In depth knowledge of maintenance operations related to parking lots, and sidewalks.
Ability to collaborate with contractors, employees, supervisors, and county leadership on a wide variety of projects.
Ability to effectively lead and oversee employees and their work.
In depth technical and working knowledge of facility and grounds maintenance, as well as overall project management.
Ability to oversee and manage CIP projects up to $6,000,000.
Manage contracts and contractors on county facility projects.
Working knowledge of computerized maintenance management systems.
Working knowledge of countywide security procedures and programs.
In depth knowledge of countywide building keying procedures.
In depth knowledge of countywide electronic building access procedures.
Knowledge of the standard methods, materials, tools, and practices used in the repair and maintenance of swimming pools, plumbing, electrical, heating, and air conditioning systems.
Knowledge of the operational limitations of all types of equipment used in the construction, repair, and maintenance of the assigned area.
Knowledge of the occupational hazards present in the assigned area and the precautions necessary to prevent them.
Ability to plan, organize, and direct the progress of a large group of employees performing repair and maintenance duties.
Ability to conduct maintenance inspections, prepare preliminary labor and material cost estimates, and general and detailed reports.
Ability to operate a computer to input and retrieve data.
Ability to maintain accurate and concise records and reports, as well as the ability to interpret reports to be able to react to the need to adjust work assignments.
Ability to communicate effectively, both orally and in writing.
Ability to communicate with other employees and the general public, to direct work operations and resolve citizen complaints.
Ability to understand sketches and area maps.

Certificates, Licenses, Registrations
Valid Wisconsin Driver License.
Professional engineering license preferred.
Certificate in Project or Program Management preferred.
Must wear steel-toe safety shoes. Employees in this position will receive a $75 annual stipend for the purchase of safety shoes per Walworth County Ordinance Section 15-394.

Position requires on-call status for emergencies and may include overtime.

WALWORTH COUNTY EMPLOYEE BENEFIT SUMMARY
I - Salaried Exempt Contract Management Staff
BARGAINING UNIT: Salaried Exempt Employees
DATE: January 1, 2019
EMPLOYMENT STATUS: All employees of Walworth County are at-will employees. Special provisions and a list of positions subject to employment contracts are contained in Section 15-6 (f) of the Walworth County Code of Ordinances.
BASIS OF PAYMENT: Salaried, FLSA Exempt. You are not eligible for overtime or compensatory time. You are required to account for all time absent from your regular work schedule.
SCHEDULED TIME OFF: Accrued based on salary each pay period. All accrued scheduled time off hours are available for use, subject to approval of your supervisor. You accrue scheduled time off (pro-rated for part-time) equivalent to the following:
15 days per year after 1 year of Walworth County Service
20 days per year after 5 years of Walworth County Service
25 days per year after 15 years of Walworth County Service
PERSONAL TIME OFF: Employees will receive 64 hours of personal time off as a lump sum at the beginning of each year (pro-rated for part-time and newly-hired employees). At the end of each calendar year, an employee may request to move remaining personal time off hours to the extended sick bank. If no request is made, any remaining hours shall be paid out on the employee's last pay date of the calendar year.
EXTENDED SICK LEAVE BANK: Used for time off of work for more serious health conditions that require three or more consecutive days off or when on an approved leave of absence.
HOLIDAYS: Ten paid holidays each year. As a part-time employee, you receive pro-rated holiday pay based on your positions budgeted FTE.
INSURANCE: Employees hired into .75 FTE or higher position are eligible for Health, Dental, Life, Vision, Short-Term Disability and Long-Term Disability insurance benefits on the first of the month following 30 days of service provided you complete enrollment forms within 30 days of hire. Employees hired into a .50 FTE or higher position are eligible for all benefits listed below except Health insurance. Employees hired into a .49 FTE or less position are eligible to participate in Short-Term Disability only.
Health Insurance: You can choose Tier 1 or Tier 2. Tier 1 is a standard co-pay plan. Tier 2 is a High Deductible Health Plan (HDHP) with a Health Savings Account (HSA).
