Position Overview
The Texas Education Agency (TEA) is responsible for oversight of the primary and secondary education of over 5.5 million students in Texas public schools. A strong, aligned strategic plan is critical to successfully achieving our vision to prepare the public-school students in Texas for success in college, career, or the military.

The Alignment and Delivery Unit (ADU) is a division in the Department of Organizational Development in the Operations Office at TEA and is responsible for driving the achievement of TEA's Strategic Plan with a focus on results. ADU Performance Managers work alongside TEA staff to ensure the success of TEA's highest priorities. The ADU supports initiative planning with agency staff; fosters collaboration across divisions; monitors and reports on progress; analyzes data and problem solves.

The Senior Performance Manager (Director I) will play a critical role in the performance management of priority agency initiatives that are key to the successful execution of TEA's strategic plan. The Senior Performance Manager will focus on high-impact, high priority initiatives that are named in TEA's Strategic Plan and manage two Performance Managers. This individual will work with internal stakeholders to support the planning and initiation of projects at various levels of completion, analyze and use data to formulate recommendations, and build capacity among internal stakeholders to plan, track progress, and use metrics to drive decision-making. The Senior Performance Manager supports and oversee Performance Managers as they implement ADU tools/processes and ascertain consistent adoption and application across the agency. The Senior Performance Manager works with the Director of Performance Management and Director of Performance Data Analytics to align approaches to performance management through priority initiatives across the agency. This position reports to the Director of Performance Management and works closely with the Director of Performance Data Analytics, the Director of the Alignment and Delivery Unit, Associate Commissioner of Organizational Development, the Commissioner of Education, and other internal senior stakeholders.

Essential Functions
Team Management and Supervision - lead a team of Senior Performance Managers/Performance Managers who support the day-to-day performance management of Agency priority initiatives to ensure they meet project milestones and metrics; serve as a thought partner on issues and risks; support and develop direct reports to continuously improve their individual performance and grow professionally; develop Performance Manager capacity around strong program evaluation/metric development
Performance Management Tool Development - develop and implement performance management tools, routines, templates, and trackers; provide guidance on establishing milestones, metrics, and trajectories and help build a common language and understanding on the elements of performance management
Performance Management Reporting - track progress and ensure accurate, transparent, and on-time reporting and analysis of progress and performance results to internal stakeholders through the creation and maintenance of dashboards and monthly progress meetings; identify issues, risks, and opportunities for improvement, and propose strategy adjustments to improve coordination, communication, and mitigate or avoid future risks
Differentiated Coaching and Supports - identify needs and deliver tailored coaching and targeted support for project owners to support effective project and performance management; this includes providing coordination and support to project teams across the agency and advising /assisting staff with the development and continuous improvement of rigorous timelines, milestones, metrics, and delivery strategies
Relationship-Building and Influence - proactively build and maintain strong relationships with people across the organization to gain their investment; develop holistic content knowledge and raise connections through regular collaboration; and facilitate cross-functional sharing within and outside Performance Routine meetings; lead by influence and serve as an effective change manager, fostering performance management practices and behaviors; identify areas where initiatives overlap and address redundancies within project plans, to support message discipline and consistency; provide recommendations on mitigating potential issues and risks; facilitate problem-solving and collaboration
Other Duties as Assigned

Minimum Qualifications
Education: Graduation from an accredited four-year college or university
Experience: At least     5 years of experience in managing large, complex projects, developing and/or implementing project management systems. 
Substitutions: Education and experience may substitute for one another on a year-for-year basis.

Other Qualifications
Applicant should have previous experience as a staff member of the Alignment and Delivery Unit
Ability to lead by influence to build investment in the Agency's performance management system 
Ability to support program teams in a consulting capacity and help drive initiatives to achieve results 
Strong facilitation skills
Ability to analyze complex information and develop plans to address identified issues
Analytical skills and problem-solving ability with meticulous attention to detail
Highly organized; ability to balance the demands of multiple projects at different stages of development while maintaining quality and consistency across all work
Ability to break down complex information into component parts, ask questions, synthesize, and analyze
Exercise strong judgement in making decisions
Excellent written and oral communication skills
A desire to self-reflect, give/receive feedback, and continuously improve
Broad knowledge of Texas education and school operations preferred
