Primary Purpose
Lead and manage the Supply Management Planning and Performance function in support of Supply Chain Management (SCM) Procurement Enablement Function. Manage, lead, establish guidelines, provide support, and implement leading practices for Planning, Performance, Competency Development, Business Analytics, Market Intelligence activities and methodologies. Lead and manage a team of multicultural contracting and procurement organization, of various experiences levels. Drive synergies and commercial value across wide range of functions and geographical locations. Pursue improvement initiatives through implementation of continuous improvement cycle.
Duties and Responsibilities
  • Supply Management Planning and Performance function including:
    • Facilitate and support activities of Market Intelligence, Business Analytics, Process, Talent and Business User support, Procurement Planning and Triage.
    • Lead procurement planning and strategic outlook delivery across procurement organization.
    • Establish process/ manage procurement triage and active/timely business user reporting.
    • Lead business analytics and market intelligence function to maturity, improvement and drive value add.
    • Manage procurement department competency development and training processes.
    • Develop contract segmentation framework.
    • Develop, execute, and manage contract management framework.
    • Establish internal audit process and execute internal audits across all SCM function; establish process to address parent company and external audits.
    • Actively drive dialogue and collaboration across all SCM function.
    • Effectively influence and work across the company, with other departments and stakeholders to execute short and long-term objectives.
    • Support company and department key initiatives (i.e., business integration projects and system implementation projects).
  • Leverage and optimize resources utilization across teams:
    • Manage and allocate resource abilities, skills, and competences to maximize efficiencies and continue to meet business requirements. Develop and manage talent through training programs and coaching.
    • Manage SCM FLP and Intern programs.
    • Develop new insights into solutions that result in organizational or process improvements; promote a work environment that fosters creative thinking and innovation.
  • Monitor team activities execution performance and compliance with established policies and procedures:
    • Conduct periodic reviews activities performed by team members to ensure the team is meeting business requirements and realizing benefits to the organization by making data-driven decisions.
    • Conduct periodic reviews to ensure established policies and procedures are being followed and adjust if needed.
    • Support the development, maintenance and continuous improvement of Supply Management policies, practices, procedures, and responsibilities.
    • Support the metrics, performance criteria, KPIs, dashboards and reporting.
    • Provide guidance to team and internal stakeholders on procurement strategies; maintain procurement ethics in accordance with best practice and company policies.
  • Relationship Management (Internal External):
    • Establish effective strategic relationships with key stakeholders while also understanding, anticipating, and responding to their business needs, objectives, and challenges.
    • Provide guidance and resources to support the development of a comprehensive business strategies.
    • Work with Business Units to mitigate uncertainties by planning and forecasting future demand.
    • Ensure communication of strategic data throughout the organization.
    • Champion the best way of fulfilling demand.
  • Perform other duties as assigned (no more than 5% of duties).

Qualifications
Education
  • Bachelor's degree in Business Administration, Accounting, Finance (or equivalent) or Engineering required. Master's degree preferred.

Experience
  • 10+ years of solid experience in procurement, contracting, capital procurement and logistics in energy industry with a minimum of 3 years in a leadership role. Extensive complex contract experience, commercial transactions, internal auditing controls and business systems. Required
  • Experience leading multinational/multicultural teams. Preferred

Knowledge, Skills and Abilities
  • Enhanced knowledge of leading procurement practices, contracts, vendor negotiations and demonstrated ability to establish best practices, guidelines and processes in support of implementation across organization(s).
  • Excellent verbal and written communications skills and presentation skills.
  • Advanced ability to influence a broad range of stakeholders within a center-lead structure.
  • Strong leadership skills with the ability to coach and develop a team.
  • Talented "commercial thinker" with the ability to challenge current thinking and present innovative solutions that promote the company's interests.
  • Ability to influence, work with, and form strong partnerships with multiple stakeholders to create optimal strategic procurement approaches, contracts and solutions.
  • Excellent financial, quantitative, and analytical skills.
  • Ability to support defining program requirements and using data and metrics to determine improvements.
  • Knowledge of large-scale contracts, master service agreements, risk allocation, indemnification, insurance terms, and non-performance remedies.
  • LNG knowledge and experience.
  • Ability to manage uncertainty and respond to rapidly changing market dynamics.
  • Strong working knowledge of Microsoft Office 365 Tools (Excel, Word, PowerPoint, OneNote, etc.).

Licenses and Certifications
  • Certified Professional in Supply Management (CPSM). Preferred
  • Convergence of Supply Chain Management (CSM) Certificate. Preferred
  • Certified Professional in Supplier Diversity (CPSD). Preferred
  • Certified in Planning and Inventory Management (CPIM). Preferred
  • Supply Chain Management Certificate (CSCP). Preferred

Other Qualifications
  • Bilingual in English/Spanish preferred.
