Job description

Overview:
This Senior Maintenance Worker (SMW) will be responsible for leading, overseeing, and participating in a variety of complex and difficult maintenance/construction duties within an assigned watershed field unit. This individual will assist in scheduling and training staff, ensure adherence to safe work practices and Valley Water standards, and perform a variety of technical tasks relative to assigned areas of responsibility. Watersheds maintenance projects include minor maintenance activities such as fence repair, debris removal, and in-channel obstruction removal. Our stream maintenance projects include bank repairs, erosion repairs, levee repairs, and sediment removal projects often requiring dewatering bypass installations. Additionally, the SMW position is responsible for completing accurate project documentation.

Key Responsibilities include, but are not limited to:
  • Lead, plan, and review the work of staff responsible for performing a variety of maintenance construction duties; monitor the progress of assigned projects; ensure quality of project within budget constraints; and control project resources including labor, equipment, and materials to satisfy requirements. Verify the work of assigned employees for accuracy, proper work methods, techniques and compliance with applicable standards and specifications. Maintain accurate documentation of completed activities.
  • Train assigned employees in their areas of work including construction maintenance methods, procedures, and techniques. Supervise operations and maintenance work of staff and operations the use, care and operation of maintenance equipment including hand, air and power tools, cement mixers, chippers, trucks, tractors, and forklifts. Maintain accurate regulatory and Valley Water procedural records within specific timeframes.
  • Read and interpret operational plans and specifications; instruct staff in work methods and procedures; recommend operational improvements; estimate time, materials and equipment required for jobs assigned; requisition materials as required.
  • Perform field inspections and investigations; confer with maintenance, operations, and engineering staff regarding project status; ensure compliance with defined standards and provisions.
  • Construct, maintain, and repair water utilities facilities; patch cracks; build and remove small dams and lay riprap; perform concrete work; break and remove rubble, place forms, and install reinforcements; mix, pour and finish cement.
  • Assist in maintaining and repairing pumps, valves, and other water distribution facilities; assist craft and technical staff in various mechanical, electrical, carpentry and painting work. Maintain accurate and complete manual and computerized records of work performed.
  • Respond to public inquiries in a courteous manner; provide information within the area of assignment; resolve complaints in an efficient and timely manner.

Ideal Experience:
  • Six (6) years of experience performing field construction and maintenance activities.
  • Experience mentoring and providing leadership in the area of construction maintenance and the use of maintenance equipment.

  • Train, organize, assign, and review the work of staff.

  • Operate a variety of maintenance equipment.
  • Determine materials and staffing required for maintenance projects and programs.
  • Supervise and coordinate assigned field projects.
  • Read and interpret construction drawings and specifications.
  • Inspect field work and ensure compliance with established policies and procedures.
  • Maintain records and prepare reports of work performed.
  • Oversee construction maintenance programs.
  • Understand and follow verbal and written instructions.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.
Ideal Knowledge:
  • Construction equipment application and materials and methods used in field construction.
  • Operations, services, and activities of a field maintenance and construction program.
  • Practices, procedures, tools, and equipment used in the installation, maintenance, and repair of water distribution and flood control facilities.
  • Stream Maintenance permit and its requirements and restrictions.
  • Theories and concepts of preventive maintenance programs.
  • Methods and techniques of providing traffic safety at a construction site.
  • Operational characteristics of maintenance, air, hand, and power equipment and tools.
  • Occupational hazards and standard safety practices.
  • Pertinent laws and regulations including state and local Department of Transportation codes relating to the operation and transport of light construction equipment.
Ideal Training and Education:
Equivalent to the completion of the twelfth grade ideally supplemented by training in the following areas:
  • Traffic control/flagging
  • Chainsaw
  • Lockout tag out
  • Forklift certified
  • First aid CPR/AED
Possession of, or ability to obtain, an appropriate, valid California driver's license. Individuals who do not meet the driver's license requirement due to a disability will be considered for a reasonable accommodation on a case-by-case basis.

Must have a satisfactory driving record and possess a valid Class B California driver's license and required air brake endorsements.
Class A license with airbrakes and tanker endorsement is preferred.

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

This position requires the individual to be onsite and is typically not a teleworking position.
