Description
To perform a variety of unskilled and semi-skilled, heavy-manual street, grounds and landscaping, and building maintenance work.
DISTINGUISHING CHARACTERISTICS
Incumbents in this class perform skilled and semi-skilled work in maintenance and repair of streets, sewers, and public facilities. This class differs from Maintenance Worker I in that the Maintenance Worker I performs semi-skilled work and is consider basic entry level.
SUPERVISION RECEIVED AND EXERCISED
When based at the airport, receives direct supervision from Crew Section Lead.
Examples of Duties
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. Duties may include, but are not limited to, the following:
Building and Grounds Maintenance
  • Assists in the routine repair of structures including carpentry, plumbing, routine boiler heating system servicing and electrical repair: paint buildings, facilities and equipment.
  • Sweep, mop, strip wax and polish floors; vacuum, dust and polish woodwork, fixtures and equipment; wash windows, walls, and lavatories; empty and clean wastebaskets and trash containers.
  • Move chairs, tables and other furniture and equipment; set up and take down tables and chairs.
  • May provide upkeeps of Airport facilities including automatic doors, waste disposal units, hangars, terminal buildings, grounds, runways, taxiways, lighting systems, rolling equipment and other items.
  • Performs carpentry work including stencils for painters, construction and reparis of buildings, installation of metal and wood additions, fabrication of wheel hocks and other items.

Parks and Landscaping
  • Removes debris and clears undergrowth.
  • Plants and transplant trees: trims and prunes trees; cuts down trees and removes stumps: operates chipping equipment and disposes of debris.
  • Waters, mows, fertilizes, weeds and sprays trees, plants, shrubs, flowers, parkways, lawns, access roads and other areas.
  • Operates a variety of equipment such as water truck, dump trucks, trenchers, forklifts, power lawnmowers, edgers, vacuums, blowers and other equipment.
  • Assists in the installation of sprinkler systems: cleans and provides servicing to equipment and drainage system pumps.
  • Cleans, maintains and repairs park facilities and structures including athletic fields, parks equipment and park buildings.

Streets and Traffic Signals
  • Cleans storm drains, drainage ditches, and drainage pumping stations, walkways, roadsides, gutters, curbs and other facilities.
  • Prepares surfaces and assist in application of paint, gravel, asphalt, sealers, and concrete and premix materials in streets.
  • Rakes smooth and tamp materials in patching.
  • Layout and paint traffic lanes, bike lanes, curbs, legends and crosswalks; install and repair raised pavement markers, guardrails, and signs.
  • Operates a variety of hand and electrical equipment such as rollers, dump trucks, forklifts, mowers, rollers less than eight (8) tons, and tools such as jackhammers, shovels, picks, rakes, loppers, drills, grinders, pliers, wrenches, hammers, screwdrivers, ladders

All Positions
  • Load and unload supplies, materials and equipment.
  • Use a variety of hand tools based on specific job need.
  • May drive a pick-up or similar light equipment: may operate skip loader. Clean and maintain basic tools used on the job.
  • May perform welding, cutting, drilling and repairing of metal fixtures and equipment.
  • Perform pick and shovel work in digging, widening, and backfilling trenches and other excavations.
  • Fill out duty time cards and prepare other reports.
  • Perform preventative maintenance and minor repair on assigned equipment.
  • Perform related duties as assigned.

Qualifications
Knowledge of and Ability to: The following generally describes the knowledge and abilities required to enter the job and/or to be learned within a defined short period of time in order to successfully perform the assigned duties.
Knowledge of:
  • Basic buildings and grounds repair and maintenance.
  • Experience in using common tools and materials used in public works maintenance and general construction.
  • Modern construction, repair, and maintenance procedures.
  • Safety precautions and practices necessary in working with hand tools and public works equipment.

Ability to:
  • Communicate effectively and diplomatically with the public.
  • Perform routine building repairs and maintenance.
  • Understand and follow oral and written directions.
  • Ability to be alert to unsafe conditions and act in a proper, logical, and efficient manner to eliminate the hazard
  • Safely and effectively work on ladders and tall structures.
  • Perform grounds and landscape maintenance functions.
  • Stand, bend, sit, kneel, lift, reach and move about quickly and safely in City maintenance and business office work locations
  • Pick-up, manipulate, move, raise and lower heavy materials, equipment, and supplies: climb ladders to heights of 30'; get in and out of tight spaces within approved safety limitations.
  • Get on and off or in and out of City equipment: operate the full range of maintenance equipment that is typically required of the class without special aides.
  • Read handwritten typed or machine generated text, graphical and statistical material without aides other than eyeglasses and/or contact lenses.
  • Absorb data, learn and apply procedures required to perform the full range of tasks required by typical duties of the class.
  • Maintain accurate records related to assignment.
  • React quickly, effectively and calmly in emergency situations
  • Remain calm while under stress.
  • Operate radio communications equipment.
  • Learn techniques including first aid.
  • Meet the physical requirements necessary to safely and effectively perform required duties.
  • Establish and maintain effective work relationships with those contracted in the performance of required duties.
  • Operate light motorized equipment.
  • Work with the variety of hand tools related to public works maintenance.

Education, and Experience
Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education: High School Diploma or equivalent, proficiency in English speaking, reading and writing and basic math skills.
Experience: Two (2) years of experience in the maintenance and repair of streets, sewers, parks or public facilities or related fields.
License or Certificate:
  • Possession of a valid California State Driver's license, and a safe driving record.
  • As a condition of employment in some designated positions, possession of a valid State of California Class A or B driver's license with applicable endorsement may be required in the performance of job duties.

Desired Certifications: At least one of the following certifications and/or in the process of obtaining the following is required, pending crew section:
Buildings & Grounds:
  1. Building Operators (BOC)
  2. Backflow Prevention Device Certification
  3. Heating, Ventilation, Air Conditioning (HVAC)

Landscaping:
  1. Pesticide Applicators (PAPA)
  2. Irrigation Systems
  3. Basic Electrical

Streets:
  1. Class B driver's License
  2. Traffic Signal Level II
  3. Work Zone Traffic Control
Mechanic:
  1. ASE A-5 ( Brakes)
  2. ASE A-1 (Engine Repair)
  3. ASE G-1 (Maintenance)

PHYSICAL DEMANDS
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job classification.
The employee is required to sit, speak orally, hear and communicate effectively. The employee is frequently required to stand, sit, walk, climb, balance, stoop, kneel, crouch, crawl, run, jump, twist, turn; use hands and fingers, handle and feel objects tools and/or controls; reach with hands and arms; and taste and smell.
The employee must be able to lift and/or move a minimum of 50 pounds. Specific vision abilities required by this job classification include close, distance, color and peripheral vision, depth perception, and the ability to adjust focus.
ENVIRONMENTAL ELEMENTS
The employee will likely work near moving vehicles and/or mechanical parts; in high and/or precarious places; and is regularly exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, extreme cold or heat and vibration. The noise level in the work environment is moderate to loud.
