North Bay Regional Center serves over 10,000 people living within the geographic boundaries of Napa, Sonoma and Solano counties. Position:

Under the supervision of the Director of Administrative Services the Senior Human Resources (HR) Generalist performs a variety of complex Human Resources/personnel activities on behalf of the Regional Center. This position is expected to operate at an advanced level of Human Resources and will recruit and develop a diverse and qualified workforce, maintain ethical and collaborative employee and labor relations, recommend and implement fair HR practices, policies, and procedures, and actively support a productive and inclusive work environment.
Minimum Education and Experience:
  • A Bachelor’s degree in business or Human Resources Management from an accredited university with five (5) years of Human Resources experience, OR
  • Ten (10) years of relevant and progressively advanced experience in the HR field, OR
  • Any similar combination of education and experience.

Knowledge Of:
  • Employee relations in a union environment is preferred.
  • Federal and state employment and payroll laws is required.
  • California and Federal leave of absence laws, i.e., California Family Rights Act, Family Medical Leave Act, Paid Family Leave, Pregnancy Disability Leave, Families First Coronavirus Relief Act, Emergency Family Medical Leave, Emergency Paid Sick Leave, etc. A thorough knowledge of employment and leave laws, as well as how they interplay and intersect, is required if assigned this focus area of responsibility.
  • Policies and procedures related to NBRC, is preferred.
  • Knowledge of effective recruitment practices and processes (including mass and targeted postings).
  • Demonstrated effective use of social media and technology for recruitment, and ability to recruit both active and passive candidates.
  • Modern office practices and procedures including standard business correspondence, proper spelling, grammar, and punctuation.
  • Advanced business data processing principles and the use of computers and software.
  • Basic accounting, business, personnel, and computer systems/programs.

Special Requirements:
  • Ability to provide personal automobile transportation, or access to another form of reliable transportation, during and after working hours. Provide minimum automobile liability insurance as required by California Law.
  • Advanced knowledge of modern recruitment practices, employee benefits, affirmative action policies, and employment laws/regulations, is required.
  • Certification through HR Certification Institute (PHR, PHRca, or SPHR) and/or Society for Human Resource Management (SHRM-CP or SHRM SCP), strongly preferred.
  • Flexibility in work hours is required.
  • This position will be primarily based in the office, however, remote work may also be available.
  • This position may require occasional travel within Sonoma, Napa and Solano Counties and may work outside of normal business hours.
